Description for Candidates: Manages tasks required to ensure maximum usage of federal funds. Maintain and update STIP database. Prepare requests for TIP amendments. Provide analysis and support to assigned program area by planning, developing, monitoring and evaluating projects and programs.

How you will contribute:

ARRA Projects: Manage tasks associated with the obligation of federal funds associated with ARRA projects. Correspondence and Federal Legislation: Respond to inquiries concerning federal funding and STIP related matters. Research and respond to inquiries from FHWA and department personnel concerning programming of federal funds and project eligibility for federal reimbursement. STIP and TIP Amendment: Prepare STIP and TIP amendment requests, verifying accuracy of data through iSYP and PCES, and programming appropriate federal funding source. Maintain and update STIP database. Develop and prepare annual report for MPO regions. Review projects scheduled for advertisement to assure project included in STIP. Review PD1s and PD4s for CN phase of projects to determine the impact on STIP and TIP and Federal Strategy. Strategy Activities: Process transaction associated with the obligation of funds. Review potential projects to be included in Annual Strategy. Prepare, maintain, update and communicate to management a strategy to fully obligate federal spending authority. Prepare, prioritize and submit requests for discretionary program. Analyze and monitor the accrued unbilled report. Review and prepare final vouchers based on funding availability and work type codes. Assist with activities related to processing of modifications and ACC obligation requests.

Knowledge of VDOT programs, policies, project programming and scheduling activities. Knowledge of state highway financing, federal highway financing, and federal programs, procedures, rules and regulations. Knowledge of statewide and federal planning practices and regulations as they relate to STIP. Skill in problem-solving and decision making. Skill in the use of computers, software applications and reporting tools.

Minimum Qualifications: Ability to analyze, research and interpret data. Ability to communicate effectively orally and in writing with customers. Ability to manage multiple tasks. Experience applying statewide, federal planning practices and regulations as they relate to STIP. Knowledge of state highway financing, federal highway financing, federal programs, procedures, rules, and regulations. Skill in the use of computer, software systems including Excel and Access databases.

Additional Considerations: A combination of training, experience, or education in Mathematics, Engineering, Finance or related field desired. Experience in accounting, bookkeeping, and federal programming and procedures. Experience in reading highway construction plans desired. Experience in reading highway construction plans. Knowledge of VDOT programs, policies, project programming and scheduling activities.
