Training Analyst
Pioneering Evolution is seeking a Senior Training Analyst to provide expert-level support to a government client supporting the full lifecycle of Mine Warfare systems, from acquisition through sustainment. This role plays a vital part in aligning Navy training requirements with fleet readiness needs and supporting the development and evaluation of Navy Training System Plans (NTSPs). The Senior Training Analyst will lead training-related initiatives, serve as a project manager across a portfolio of over 30 systems, and participate in strategic efforts to improve the effectiveness and alignment of instructional content with operational performance. This position requires expert-level knowledge of OPNAVINST 1500.76(series), NTSP processes, and an understanding of Navy acquisition logistics. Responsibilities: Serve as project manager for all training-related tasking, overseeing the coordination of requirements, actions, and deliverables. Lead and support cross-functional Integrated Product Teams (IPTs) focused on training and logistics objectives. Provide expert-level evaluation of training products, performance metrics, and content across a portfolio of more than 30 Navy systems. Develop, review, and manage Navy Training System Plans (NTSPs) and related training documentation in compliance with Navy training policy. Conduct, review, and manage Job Duty Task Analyses (JDTA) and Front-End Analyses (FEA) to ensure alignment with fleet readiness requirements. Assess Instructional Systems Design (ISD) products and provide recommendations to improve training effectiveness based on defined Knowledge, Skills, and Abilities (KSAs). Prepare and deliver professional briefs, reports, and data-driven evaluations, including infographics and cost/timeline documentation. Perform training gap analyses and support curriculum development efforts to ensure alignment with operational goals. Collaborate with courseware developers to ensure content aligns with Personnel Qualification Standards (PQS) and real-world performance requirements. Conduct on-site training evaluations and make recommendations to enhance course effectiveness based on user feedback and performance. Contribute to and review key logistics documentation, including Engineering Change Proposals (ECPs), Maintenance Plans, Life Cycle Sustainment Plans (LCSP), Demilitarization and Disposal Plans (DEMIL), and more. Required Experience: 5+ years of experience supporting U.S. Navy training programs. In-depth knowledge of OPNAVINST 1500.76(series) and the Navy Training System Plan (NTSP) process. Familiarity with NAVEDTRA 130(series) and DoD Instructional Systems Design (ISD) methodology. Understanding of DoD acquisition processes, Integrated Logistics Support (ILS), and Product Support Management. Experience with the NETC End-to-End (E2E) training process and authoring tools such as AIM CPM/LOM. Demonstrated project management skills in a Navy or defense training environment. Excellent written and verbal communication skills, with experience briefing senior leadership and preparing analytical reports. Desired Experience: Designation as a Navy Master Training Specialist. Completion of Defense Acquisition University (DAU) logistics or training-related coursework. Experience supporting Mine Warfare systems or similar complex Navy systems. Familiarity with Training Installation and Transfer Agreements (TITAs) and other Navy-specific training agreements or documentation.
