Chief Medical Officer

The Chief Medical Officer (CMO) is a key member of Tiburcio Vasquez Health Center's (TVHC) Executive Leadership Team (ELT) and provides visionary and operational leadership over all clinical and care delivery functions. The CMO is responsible for ensuring the delivery of high-quality, integrated, and accessible medical services across all of our health center sites and services. This includes oversight of medical services, quality, population health, behavioral health, Enhanced Care Management (ECM), including Street Health, and risk management, including compliance, credentialing, and privileging to ensure comprehensive and integrated services that achieve optimal health outcomes, while ensuring access for our patients and community. In addition to clinical oversight, the CMO plays a central role in leading and partnering with the Executive Leadership Team (ELT) to drive innovation in care models, enhancing team-based care, increasing access and operational efficiencies, and improving the patient and team-member experience, in alignment with the strategic and operational goals of TVHC. The CMO's role consists of the following key areas: oversight of clinical operations, quality, programs and population health (70%), executive leadership, planning, and systems innovation (30%). The CMO reports to the CEO and participates as a member of the organization's Executive Leadership Team and by extension, our Strategic Management Team (SMT) and Operational Management Team (OMT). Tiburcio Vasquez Health Center is a non-profit community health center that is dedicated to promoting the health and well-being of our community by providing accessible, high quality care by integrating primary care, dental care, WIC support, mental health counseling, community health education, and more. Compensation: $330,000 - $365,000 annualized, depending on experience. TVHC offers compensation ranges that are determined by a thorough market-based analysis and are fully disclosed in accordance with California law. The pay for a selected candidate is determined by a variety of factors to ensure fair and equitable compensation. These factors include the candidate's experience, education, skills, training, licensure, certifications, and the specific scope of the role. Responsibilities: Clinical Leadership & Operational Innovation: Provides clinical and operational leadership for the design and implementation of innovative care models, with a strong partnership with the Chief Operations Officer (COO). Including: Group visits, co-visits, telehealth, mobile, care coordination, enhanced care management. Integrated behavioral health, leveraging multi-disciplinary teams and enhancing specialty behavioral health. Team-based care models. Expansion of Medicare and other services for the aging population. Leads and works collaboratively on efforts to improve patient access, care continuity, and operational efficiency across all clinics, including partnering with the COO to optimize provider templates, team workflows, and panel management. Champions efforts to reduce unnecessary variation in care and promote standardization and use of technology, clinical support tools, and evidence-based guidelines. Quality and Population Health: Works collaboratively with the Chief Impact and Partnerships Officer (CIPO), COO, Chief Integration Officer (CIO) to lead TVHC's quality and population health strategy, using data-driven approaches to monitor and improve performance on core metrics, including: Preventative and Chronic Disease Management. Risk adjustment, cost, utilization, and value-based performance. Access, including for those assigned but unseen. Patient satisfaction, net promoter score. Develops and monitors interventions to address health disparities and social determinants of health in TVHC's population. Oversees, designs, and implements interventions to meet or exceed goals set on TVHC's Quality Plan and IPP program (quality and pay-for-performance program). Administrative and Operational Leadership: Works with the CFO, COO, and CEO to: Develop and manage the clinical department budget, ensuring responsible stewardship of clinical resources. Monitor and optimize access, provider productivity, panel sizes, appointment availability, and utilization of visit types (in-person, telehealth, co-visits, group visits). Analyze cost-effectiveness of care delivery models and recommend operational changes to improve clinical and financial performance. Provides clinical leadership in the evaluation, selection, and implementation of technology tools, including EHR/EPIC optimization, decision support systems, population health analytics, and telehealth platforms. Clinical Programs and Integrated Care: Leads Enhanced Care Management (ECM), Street Medicine, and substance use disorder (SUD) programs to ensure wraparound services are delivered to high-risk or complex patients. Collaborates with the Chief Integration on a whole-person care model that fully integrates primary care, behavioral health, enabling services (e.g., case management, health education, outreach), and community resources. Fosters strong partnerships across departments (Operations, Behavioral Health, Nursing, Health Education, and Outreach) to close care gaps, reduce duplication, and ensure care is coordinated across settings and services. Clinical Team Leadership, Culture and Performance: Supervises clinical leadership, including associate medical directors and provides coaching, professional development opportunities, for all providers and direct reports. Develops and sustains a culture of being a learn-it-all, collaboration, and clinical excellence. Leads provider, quality, and other clinical meetings, fostering alignment and communication across TVHC. Works collaboratively with HR to actively engage and manage provider retention, recruitment, peer review, performance improvement plans, and succession planning. Compliance, Risk Management, and Privileging: Ensures medical services are in compliance with all applicable regulatory and licensing agencies. Provides guidance and supervision of clinical laboratory operations to ensure compliance with the Clinical Laboratory Improvement Amendments (CLIA) and other agency requirements. Oversees internal clinical audits and external reporting to HRSA, UDS, HEDIS, and managed care plans. Oversees the Credentialing and Privileging department and Chair the Credentialing and Privileging Committee by ensuring guidance on credentialing and privileging of Clinical Services staff. Oversees compliance with all local, state, and federal healthcare regulations and reporting requirements. Ensures that Credentialing and Privileging processes are rigorous, compliant, and equitable. Additional Responsibilities: Collaborates with the CEO, CFO, CIPO, and COO on managed care strategy, risk-based initiatives, and budget alignment with clinical goals. Participates in and contributes to governance meetings including TVHC's Board Quality Committee and other strategic subcommittees as appropriate. As directed by the CEO, the CMO may represent TVHC to consultative and advisory bodies with local collaborating agencies i.e., the Community Health Center Network (CHCN) and state and national associations, i.e., the California Primary Care Association (CPCA) and National Association of Community Health Centers (NACHC). Participates in meetings, conferences, etc., on behalf of TVHC and to further collaborative efforts with these organizations and institutions. Represents TVHC in roles as health care provider and as an executive of TVHC. Supervises:

Department Medical Directors, Medical Providers, Clinical Program Leads, Director of Behavioral Health Services, Street Health Outreach Director, and Clinical Services Assistant/Executive Assistant.
