Manager Of Homelessness

The City of Aurora is looking for a Manager of Homelessness to serve as the city's primary point of contact for homeless-related issues. The Manager of Homelessness will collaborate with the Aurora@Home Governing Board and Committees, various non-profit organizations, other governmental jurisdictions, and city departments in order to develop and coordinate a comprehensive and integrated approach to homelessness needs and will make recommendations for associated funding and strategies in Aurora. This position reports to the Housing and Community Services Director. The salary range for this position is $101,530-$126,912/Annually. The Manager of Homelessness will: Collaborate with city departments, nonprofits, Built For Zero, service providers, hospitals and clinics, and other governmental agencies to develop and propose a comprehensive and integrated approach to homelessness needs of the community Direct supervision of Program Supervisor, Data Analyst, and Abatement Team, as well as overarching management of team of eight Responsible for overall grant compliance, including coordination of the annual Notice of Funding Opportunity and monitoring of grantees for compliance; manages the use and administration of grant funds Provide presentations, reports, and recommendations to Council and other elected officials Facilitate goal development, provide ideas and input for housing stabilization outcomes Participate in the implementation of the Aurora Housing Strategy Working knowledge of HUD programs such as Emergency Solutions Grants, HOME Tenant-Based Rental Assistance, and Community Development Block Grants (CDBG) Preferred working knowledge of Medicaid Assist in planning, development, implementation, and management of homeless strategies, goals, policies, procedures, and performance measures; tracks and reports on progress of goals and performance measures and makes recommendations for changes or improvements to achieve desired outcomes Responsible for oversight of financial and accounting operations related to this division Maintain knowledge about the different service providers and services for homelessness and behavioral health services Facilitate discussion on programs available and make recommendations for un-met needs of those who need behavioral health services and/or are vulnerable housed Actively participate with the Metro Denver Homeless Initiative Work to attain consensus among stakeholders to ensure policies and proposed policies are consistent with local, regional, state and federal guidelines Facilitate and encourage joint planning and cooperation with the stakeholders to improve the delivery of services of multiple programs to families and individuals experiencing homelessness Keep current with funding trends to help position the city in efforts to pursue additional grants and funds Stay abreast of, and share with other organizations, opportunities for funding programs supported by the City of Aurora to address homelessness and behavioral health Work with Data Analyst to compile and monitor homeless data. Ensure reporting and documentation, to include tracking performance measures and tracking and evaluating progress of funding awards for sub-recipients is completed in the appropriate timeframes Assist with the creation and implementation of the Aurora@Home strategic plan Monitors and reviews proposed legislation affecting program area(s) and its impact on a program, prepares program position in response to proposed legislative changes, assists in the development of legislative proposals Minimum Qualifications & Working Conditions: An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered. Education: Master's Degree (or higher) in Psychology, Social Work, or other human service field. License (LCSW, LPC, LMFT, Psychologist) with the ability to clinically supervise required. Experience: Five (5) years progressively responsible experience in a similar capacity with homeless and behavioral health related issues. At least three (3) years supervisory/leadwork experience. Knowledge: Federal, state, and local laws, regulations, and programs related to homelessness and housing, including HUD programs such as Emergency Solutions Grants (ESG), HOME Tenant-Based Rental Assistance, and Community Development Block Grants (CDBG). Behavioral health systems, Medicaid, and healthcare access for vulnerable and unhoused populations. Best practices in homeless response systems, housing stabilization, and the Continuum of Care (CoC) model, including the Built for Zero initiative. Grant writing, management, compliance monitoring, and financial administration of public funds. Data analysis practices, reporting requirements, and performance tracking in homelessness services, including familiarity with HMIS (Homeless Management Information System). Community engagement strategies and trauma-informed care approaches to working with unhoused or vulnerable populations. Strategic planning, policy development, and program evaluation in a public sector or nonprofit setting. Public presentation and communication protocols for elected officials, stakeholder groups, and community members. Project management principles, especially those related to infrastructure or service delivery. Principals of trauma-informed care. Skills: Managing, developing, and supervising multidisciplinary teams, including field staff, analysts, and program supervisors. Building consensus and maintaining effective working relationships with a broad range of stakeholders, including nonprofits, service providers, healthcare institutions, government agencies, and community advocates. Identifying gaps in services, analyzing complex needs, and designing programmatic solutions that align with community goals and funding guidelines. Preparing and delivering persuasive and data-informed presentations, briefings, and reports to senior leadership and elected bodies. Monitoring budgets, contracts, and grant funding in compliance with applicable laws and policies. Using Microsoft Office Suite, data dashboards, and other reporting tools to analyze trends and performance outcomes. Facilitating collaborative discussions with empathy, cultural competence, and professionalism. Public speaking. Abilities: Exercise sound judgment, discretion, and decision-making in sensitive, high-stakes, or politically charged situations. Interpret and apply funding requirements, regulatory standards, and performance metrics to program operations. Maintain confidentiality and comply with federal privacy requirements (e.g., HIPAA) and professional boundaries. Represent the city with credibility and leadership in regional and interagency homelessness coordination efforts. Anticipate funding trends and legislative changes and proactively position the city for emerging opportunities. Communicate effectively both orally and in writing with diverse audiences, including people with lived experience of homelessness. Adapt to shifting priorities and changing community needs while maintaining focus on long-term strategies and outcomes. Licenses and Certifications Required: Colorado Driver's License with a good driving record. Working Conditions: Essential Personnel: When a local announcement of emergency or disaster is declared by the city, all City of Aurora employees may be required to work as essential personnel. Physical Demands: Light physical work requiring the ability to lift 20 pounds. Occasional lifting and carrying of objects. Frequent walking and standing both indoors and outdoors. Some hand/eye coordination to operate a computer terminal. Vision to read and interpret reports and other written documents. Frequent speech communication and hearing to maintain communications with employees, partnering organizations, the business community and neighborhood groups. Work Environment: Works both indoors and outdoors in varying types of weather. May work in a dusty and/or noisy environment. This position may require the incumbent to regularly use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
