The City of Wylie has an exciting new opportunity available for a Engineering Project Manager. The Engineering Project Manager oversees planning, design and construction of capital improvement projects; administers engineering consultant and construction contracts. Coordinates with operations and maintenance staff on identification and design of projects and evaluates impacts of development on existing infrastructure. Trains and supervises staff in technical design and inspection functions. Responds to citizen and staff requests and complaints.
Supervision is provided by the Public Works Director.
Salary within posted range is negotiable based on experience.
Essential Job Functions
Bachelor's Degree in Engineering or related field required. Four years of municipal or public works design and/or construction experience preferred. Registered Professional Engineer (PE), or the ability to obtain within two years of hire. Certified Floodplain Manager preferred. Familiarity with CADD, GIS, Bluebeam Revu and various water and wastewater modeling programs is desirable. Valid Driver's License with acceptable driving record required. Must have Texas Driver's License within 60 days of hire.
Completion of National Incident Management System (NIMS) training courses as outlined by Emergency Management after hire.

Essential Job Functions
- Manages construction of capital improvement projects by reviewing construction specifications, establishing and maintaining contracts, evaluating and processing proposed change orders and pay requests, working with contractors regarding requests for information and field adjustments, enforcing schedules and conformance to contract documents and serving as the liaison between the contractor and the City.
- Oversees design for various projects; performs preliminary design calculations; prepares plans, specifications and cost estimates for streets, utilities, and other public infrastructure to ensure compliance with City standards; oversees consulting engineering contracts; oversees the work of Engineering staff and trains in technical design and inspection.
- Manages the inspection of capital improvement projects.
- Reviews engineering plans for capital improvement projects by evaluating and commenting on engineering plans and specifications and identifying and addressing problems with new construction projects and existing infrastructure.
- Manages design and construction specifications and details, revisions, and requests for new material approvals.
- Manages all phases of assigned capital or special projects.
- Communicates with the public by addressing questions and problems concerning capital improvement projects and existing infrastructure and responding to public inquiries on current and future construction projects.
- Coordinates and manages updates to the capital improvement program.
- Manages financial planning and budgeting activities by coordinating routine project maintenance tasks such as processing purchase orders, funding transfers and budget increases, approving and preparing pay requests for contractors and overseeing budget adjustments. Pursues funding through partnerships with the private sector and grant mechanisms.
- Represents the Engineering Division on capital projects by preparing and/or presenting City Council communications and attending public meetings as needed; serves as the liaison between City departments for capital improvement projects.
- Assists in the preparation, implementation and interpretation of the City engineering design manual, ordinances, procedures, resolutions, and special studies.
- When assigned, supervises personnel by selecting and hiring new employees, coordinating training for department personnel, evaluating work performance, assisting employees in correcting deficiencies and/or implementing disciplinary and termination procedures.
- Operates a motor vehicle in carrying out the business of the department and the City.
- Performs as a responsible steward of the public trust and strives for excellence in public service, enhancing the quality of life for all.
- Acts in a civil, respectful manner at all times to management, co-workers and others.
