Position Overview:
We are seeking a
Senior Business Analyst. T his role focuses on Land Management, Permitting, and Work Order Management systems.
You will serve as a subject matter expert, bridging the gap between business needs and technology solutions across the full software development lifecycle (SDLC). The ideal candidate will have strong experience with COTS system implementations, application integration, and a background in vendor management.
Duties:
Collaborate with internal and external stakeholders to gather, analyze, and document business requirements.
Serve as a liaison between business units and IT teams to ensure alignment and successful implementation of application features and enhancements.
Lead functional requirement gathering, testing, training, documentation, and deployment activities for Land Management and Permitting systems.
Translate business needs into technical deliverables such as functional specifications, workflow diagrams, use cases, and data flow models.
Support end-to-end application integration and enhancements, including vendor management and coordination.
Oversee user acceptance testing (UAT), create training materials, and provide training sessions for end users.
Provide operational support for production issues and process improvements.
Participate in project planning, cost/benefit analysis, and feasibility studies.
Collaborate with consultants and external solution providers.
Maintain excellent communication with stakeholders and deliver regular status updates.
Promote best practices, maintain documentation, and contribute to strategic IT initiatives.
Required Skills:
5+ years of experience as a Business Analyst.
4 to 6 years of progressively responsible work experience in business analysis or related roles.
Bachelor's degree in Accounting, Finance, Business Administration, Marketing, Information Systems Management, Computer Science, or a related field – or equivalent combination of education and experience.
Experience with vendor management in an enterprise application environment.
Experience integrating applications with enterprise software and implementing feature enhancements.
Full life cycle implementation experience with
Commercial Off-The-Shelf (COTS)
systems.
Experience with Land Management Systems, particularly permitting applications (e.g.,
Accela Civic Platform ).
Knowledge of Work Order Management Systems such as
Lucity .
Participation in end-to-end implementation of a mid-sized permitting or work order system within the last 3 years.
Strong leadership and mentoring abilities; experience managing workplans or leading initiatives.
Familiarity with local government operations and environments (strongly preferred).
Advanced understanding of
Software Development Life Cycle (SDLC)
methodology.
Advanced skills in analysis, project planning, negotiation, and both written and verbal communication.
Proficient with Microsoft Office tools, particularly
Visio
and
Project .
