Seattle, United States | Posted on 08/07/2025 Project Manager – EMS Upgrade (Consultant/Contractor)Seattle City Light seeks an experienced Project Manager to lead the critical upgrade of the OSI Monarch Energy Management System (EMS). The Project Manager will handle planning, execution, and completion of the EMS upgrade, managing scope, schedule, budget, resources, project risks, and System Integrator management to ensure project success. This Project Manager will represent Seattle City Light’s interests, collaborating closely with internal stakeholders and the contracted System Integrator to deliver project success throughout the lifecycle, ensure compliance, and smooth transition to operations. The ideal candidate should have knowledge of EMS/SCADA systems, experience with OSI Monarch platform upgrades, and a proven track record of managing complex, mission-critical IT/OT projects in the utility sector.Key Responsibilities1. Manage the planning and implementation of the OSI EMS system upgrade from start to finish.2. Create and manage comprehensive project plans, schedules, resource management plan and budget.3. Manage cross-functional teams, including operations, cybersecurity, OT, and vendors.4. Collaborate closely with the system integrator to ensure technical deliverables meet business needs.5. Facilitate the development of the current state assessment of the current environment, business requirements, including functional design, configuration, integration, and testing.6. Implement project risk mitigation strategies, and change management and communications plan and processes.7. Ensure alignment with Seattle City Light’s PMO standards and practices.8. Oversee rigorous testing processes (FAT, SAT, UAT) and quality assurance.9. Ensure system availability and continuity by thorough testing, failover planning, and cutover strategies.10. Ensure robust compliance documentation aligned with NERC-CIP standards.11. Manage the cutover planning and execution to ensure smooth operational transition.12. Proactively manage risks and issues, clearly documenting decisions and actions.13. Manage the creation of documentation, SOPs , training material, and training.14. Regularly communicate and escalate project status, risks, and issues clearly and proactively.15. Prepare clear, accurate, and regular project reports and presentations for stakeholders and leadership.16. Regularly update leadership and stakeholders on project status to ensure transparency and quick resolution of issues.QualificationsRequired:1. Bachelor’s degree in Engineering, Computer Science, Information Systems, Control Engineering, or a related field.2. Over 10 years of project management experience, including more than 7 years working on EMS or related system implementation/ upgrades in utilities.3. Proven track record of successfully managing at least three (3) full-cycle OSI EMS system upgrade projects, including vendor/integrator oversight, testing, and cutover4. Proven ability to lead large, cross-functional teams and manage vendors in complex environments.5. Strong understanding of utility operations, grid control centers, and SCADA/EMS infrastructure.6. Demonstrated experience with project controls, scheduling (MS Project or Asana), and risk management.7. Familiarity with NERC-CIP compliance requirements and cybersecurity best practices in OT.8. Excellent organizational, communication, conflict resolution, stakeholder engagement, and reporting skills.9. Proficiency with project management tools such as Microsoft Project or equivalent10. Demonstrated ability to manage scope, schedules, risks, and stakeholder communication in complex utility environments11. Regular on-site presence across multiple Seattle City Light locations, with primary presence at the System Operations Center (SOC). On-site work is essential for effective collaboration, stakeholder engagement, and support of critical project milestonesPreferred:1. PMP or an equivalent project management certification.2. Practical understanding of utility outage restoration, real-time operations, and data historian systems.
