An Overview The Management Analyst II / Executive Assistant provides high-level executive and administrative support to the Chief Human Resources Officer (CHRO), playing a key role in managing priorities, scheduling, communications, and information flow. This position requires exceptional judgment, professionalism, and organizational skills, with an emphasis on confidentiality, responsiveness, and an understanding of HR functions. The successful candidate will be a thoughtful problem-solver and strong communicator with a commitment to public service. This role is the first point of contact for internal and external stakeholders engaging with the CHRO’s office and is expected to model a high standard of integrity and service. The position is distinguished from a Management Analyst I by the complexity and autonomy of the work performed. The Opportunity Key responsibilities include but are not limited to: Manage the CHRO’s calendar, prioritize time-sensitive requests, and schedule meetings with internal and external stakeholders to ensure strategic alignment and logistical efficiency. Draft, proofread, and edit internal and external communications, briefing materials, reports, policies, and presentation decks with clarity, accuracy, and attention to tone and audience. Prepare the CHRO for meetings, public events, and internal briefings by coordinating logistics, assembling materials, and ensuring necessary follow-up actions are tracked and completed. Manage sensitive employee and operational data with discretion and confidentiality. Coordinate across departmental and city-wide functions to support HR initiatives, including recruitment, benefits, classification, compensation, and compliance activities. Monitor active projects and deadlines, providing timely updates, tracking progress, and flagging issues requiring leadership attention. Support special events, internal campaigns, and strategic projects with planning, communication, and execution assistance. Serve as backup front office support to answer phones, welcome visitors, manage correspondence, and maintain a professional and organized front office presence. Implement process improvements that streamline office operations and strengthen executive effectiveness. Attend meetings on behalf of the CHRO when needed, taking notes, identifying action items, and ensuring appropriate follow-through. Essential Knowledge, Skills, and Abilities Excellent writing, editing, and communication skills, with the ability to adapt voice and format to different audiences and purposes. Superior organizational and time management skills, with the ability to manage multiple tasks and competing deadlines in a fast-paced, high-stakes environment. Strong understanding of or demonstrated aptitude to quickly learn the structure and functions of a public sector human resources department. High attention to detail, particularly in written communications and logistical planning. Ability to work independently, exercise sound judgment, and manage confidential or sensitive information with discretion and professionalism. Proven ability to work effectively with senior leadership, staff, and external partners. Proficiency in Microsoft Office Suite and other office technologies; comfort learning and using new systems. Considerable experience providing coordination or administrative support, preferably in human resources, local government, or a related public sector environment. Experience with communications, scheduling, document preparation, and project coordination is essential.

Degree in Human Resources, Public Administration, Management, Communications, English, Writing, or a related field. Familiarity with the work of municipal HR offices, including talent acquisition, benefits, compliance, and classification/compensation processes. Demonstrated experience managing executive schedules and preparing high-quality briefing materials. Commitment to responsive service and continuous improvement in a mission-driven environment.
