Position Overview:
The New York State Department of Labor (NYS DOL) is seeking an Expert-level Software Architect for a 30-month full-time engagement. The architect will support ongoing Service-Oriented Architecture (SOA) initiatives across multiple NYSDOL program areas including Unemployment Insurance (UI), Division of Employment and Workforce Solutions (DEWS), and Labor Standards. The role involves developing, modifying, and supporting enterprise-level applications and services using IBM SOA tools and technologies.
This position allows up to 50% telecommuting and requires candidates to complete all NYS-mandated training and sign a confidentiality agreement due to potential exposure to sensitive data.
Responsibilities:
Lead architecture activities including infrastructure design, software installation, and high-availability (HA) implementations
Identify and troubleshoot performance issues in current implementations
Develop and maintain SOA standards and best practices, including naming conventions and deployment strategies
Design and implement scalable batch processing architectures
Build services that integrate with third-party software in a SOA environment
Use IBM SOA tools (WBM, WPS/BPM, WID/IID, MVC, RSA) for composite development artifacts
Design BPM solutions with BPEL orchestration and HA implementation for BPM/IID 7.5
Utilize IBM ESB tools (WMB, WPS/BPM, DataPower) for message flow design and transformations
Design and expose workflow services across multiple business domains
Work with ORM tools such as JPA and Hibernate
Qualifications:
5 years designing Java EE composite applications including SCA, EJBs, Web Services (SOAP/REST), Angular, Spring Boot, and cloud infrastructure
2 years participating in agile teams building complex SOA systems, with responsibilities including mentoring and quality assurance
2 years using JSF, JavaScript, and Angular for UI development
5 years using IDEs such as Eclipse, RSA, RAD/IID to design SOA architecture diagrams and models
2 years experience in domain model development, operational modeling, and technical documentation creation
1 year working with containerized deployments using Kubernetes, Docker, CI/CD pipelines, and cloud-based databases
5 years developing complex relational database queries and experience with non-relational databases
Educational Attainment:
Bachelor’s or Master’s degree in Computer Science, Software Engineering, or a related IT discipline
