What We Need:
Oregon Primary Care Association (OPCA) seeks a Business Systems Analyst who leads and supports optimization of The Oregon Community Health Center Data Platform that supports care coordination and quality improvement efforts. The BSA works closely with, and is the bridge between, key stakeholders and data partners to design, analyze, optimize, and align health IT systems with operational and regulatory needs to enable data-driven decision-making and improved patient outcomes.
The BSA plays a key role in gathering business and clinical requirements, improving data exchange workflows, and supporting value-based care initiatives across the safety net healthcare ecosystem. This roles central function is understanding and translating stakeholder data needs into actionable reports.

Your expertise in healthcare, data, or other technical fields allow you to think strategically and deliver technically to support and engage with our health centers. What Youll Bring:
Technical Skills:
Advanced knowledge of SQL and at least one other used in data science, such as Python, R, or SPSS.
Advanced user of data visualization software, with Tableau .
Demonstrated experience working with EHR data, with Epic experience .
Experience using, configuring, or supporting an EHR is not required, but .
Some experience with data architecture concepts required, such as dimensional analysis, star schemas, and slowly changing dimensions.
Experience with population health software , with strong preference for experience with Arcadia.
Strong project management skills and ability to prioritize projects and tasks.
Familiarity with the Oregon healthcare landscape, including CCOs, FQHCs, and the Oregon Health Authority.
Broad knowledge and understanding of FQHCs and their/our mission.
Ability to work with partners and leverage areas of expertise.
Excellent interpersonal, oral and written communication and organizational skills.
Ability to self-direct with a high degree of organization.
High level of comfort with ambiguity.
Ability to present to a wide audience in person or remotely.
Ability to establish and maintain effective working relationships with a wide variety of personalities as well as clinics.
Strong computer skills, including thorough knowledge of Word, Excel, Power Point, etc, or ability to learn quickly.
Ability to work with partners and people who think, act, look, and/or live in a manner different from oneself.
What Youll Do At OPCA:
Communication across audiences:
Communicate technical concepts, data outputs, and system capabilities in clear, accessible for varied audiences.
Support the development of internal and external materials that communicate program value, outcomes, and technical implementation in a stakeholder-friendly manner.
Participate in meetings and presentations where clear explanation of complex systems and data workflows is required.
Data platform and systems support:
Serve as a subject matter expert and internal lead for technical issues resolution within the Arcadia platform, including EHR and claims data ingestion, ETL, and reporting errors.
Apply working knowledge of EHR systems, claims data, and health center workflows to identify, diagnose, and document data integration issues.
Assist with ongoing configuration and support of the Arcadia population health data platform.
Stakeholder engagement and data needs assessment:
Collaborate with stakeholders across the Network to elicit, document, and prioritize data needs.
Participate in committee meetings to understand value-based payment (VBP) and population health priorities and translate them into actionable data requirements.
Data visualization and reporting
Design and deliver user-centered dashboards and reports in collaboration with Data Team staff.
Apply data visualization best practices to ensure readability, usability, and impact of reporting outputs.
Internal technical collaboration and team support:
Provide technical support and mentorship to team members working on Arcadia, Tableau, and other data tools.
Collaborate on internal data architecture and model design efforts to improve maintainability, clarity, and scalability.
Minimal Qualifications:
Extensive business knowledge with comprehensive understanding of the organization and functional area.
Generally requires a masters degree and/or 10+ years experience; five years management responsibility. Extensive knowledge of the field with advanced leadership skills.
Fluency in written and spoken English required.
Qualifications and Experience:
Experience with Arcadia or Azara population health software .
Experience with Epic, especially OCHIN Epic, .
Experience working with claims data, particularly Medicaid CCO claims, highly .
Experience with VBP contracts is highly .
Masters degree in healthcare, data, or technical field . E.g. MPH, MS Statistics, MS CS, MHA, etc.
