Job Description:
We are seeking a highly experienced and results-driven Senior Project Manager to support the New York State Information Technology Services (NYS ITS) on a major Health and Human Services Eligibility system modernization initiative. This position requires a proven leader with deep experience in managing large-scale, complex projects, especially in the public sector and health and human services domains.
Key Responsibilities:
Lead the planning, execution, and delivery of large-scale IT projects within the Health and Human Services domain.
Oversee all phases of the project lifecycle, ensuring compliance with schedule, budget, and scope.
Coordinate with cross-functional teams including business analysts, technical architects, developers, QA teams, and external vendors.
Manage stakeholder expectations, reporting, and communications at executive and operational levels.
Act as a subject matter expert in eligibility systems, data integration, and project governance frameworks.
Facilitate risk assessments and develop mitigation strategies.
Ensure project alignment with data privacy and compliance standards.
Mandatory Qualifications:
15+ years
of experience as a
PMO Project Manager , including work within a
PMO
supporting
Health and Human Services Eligibility systems
such as
Medicaid, Public Assistance, SNAP, HEAP, or ChildCare .
Proven experience with
data conversion and data modeling , including work with
legacy systems ,
ETL teams , and
data quality validation .
7+ years
of experience managing
complex, multi-disciplinary projects , including at least
2 years in a leadership role .
Demonstrated experience managing
program budgets of $100 million or more .
Current PMP certification
(or equivalent) from the
Project Management Institute (PMI) .
7+ years
of hands-on experience with
Microsoft Project
and
Microsoft Project Online , including
resource-loaded project schedules ,
resource assignments , and use of
VBA scripting
for reporting or automation.
In-depth knowledge of
data governance ,
privacy ,
compliance standards , and at least
5 years of experience
with
Agile methodologies
and
technical project delivery .
Bachelor's degree
in
Business, Computer Science, Engineering , or a related field.
Strong experience working directly with
technical teams ,
data analysts , and
integration partners , with confidence in leading and facilitating
technical discussions .
Skills (Nice to Have):
Prior experience working with New York State government agencies.
Familiarity with NYS ITS processes and project governance frameworks.
Experience with federally funded programs and reporting requirements.
