PBG Tech is currently seeking an experienced TBM Consultant for a major Federal agency. This position requires strong expertise in the Capital Planning and Investment Control (CPIC) process in support of OMB A-11. The successful applicant will serve as the main CPIC SME and thought leader with an opportunity to effect agency wide initiatives and support decision making for senior executives.

This position will be at the client’s site in Washington, DC - Hybrid (50%)

Key Responsibilities:

Directs the interpretation and dissemination of OMB guidance, and applies guidance to client environment, performs diagnostic and analysis of client environment, recommends improvement alternatives, supports client consensus and decision making, implements changes to accounting and budget formulation, budget execution, procurement, and capital planning processes and data coding to implement TBM. Provides TBM support and expertise and oversees the TBM methodology and framework implementation. Deliver technology advisory and implementation solutions that maximize business value from IT investments. Interface with Investment Managers and key Investment personnel to assist in the development of Major IT Business Case (Formerly Exhibit 300) and IT Portfolio Summary (Formerly Exhibit 53) submissions. Assist in the response to budget/IT portfolio data calls from both the federal agency and OMB level Assist Government and other contractor personnel in the preparation, submission, and maintenance of Investment/project level documentation required. (IT Business Cases, Portfolio Summaries, Alternatives - Analysis, Risk Management Plan, Operational Analysis, etc.). Support Preparation, Execution, and Submission of Budgets. Develop/review business cases, and support project management documentation and client briefings. Support financial and business analysis, risk management and performance measurement, in support of capital planning for IT Investments. Develop TBM-related program documentation and review for completeness, accuracy, currency and appropriateness for purpose. Develop and present TBM and Cost-related training. Create high-impact presentations for senior client leaders. Develop program communications with stakeholders from various offices and bureaus. Create status reporting, both internally and to the client; reports for executive reporting; and provide support for OMB, agency, and office data calls.

Required Skills/Certifications:

Bachelor’s degree in Business, IT, or related discipline. Certified TBM Executive (CTBME) Certification. 5+ years of related IT management experience. 5+ years of project and customer management experience in Federal Civilian consulting environment. 3+ years of working experience in all CPIC phases and managing/supporting large investments. Expertise in using all Microsoft Suite Products (including: SharePoint, Excel, and Power Point). Ability to obtain a SECRET Clearance.

Preferred Skills/Certifications:

1+ Years of CostPerform cost modeling experience Master’s degree in Business, IT, or related discipline. Project Management Professional (PMP) Certification

Team player with the ability to work in a fast-paced environment. Must possess strong organizational and project management skills. Sound business ethics, including the protection of proprietary and confidential information. Ability to work with all levels of internal staff, as well as outside clients and vendors. Superior interpersonal skills including courtesy, professionalism, and a cooperative attitude.
