Duties Description
ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of the DEC DST Strategy Lead, the Business System Analyst 3 will be assigned to the DEC Dedicated support team within the Office of Information Technology Services (ITS) and will lead systems analysis and design initiatives managing teams focused on eliciting and documenting requirements and test scenarios, as well as drawing up proposed IT Solutions, and mentoring junior BSA staff.
Specific Duties Include, But Are Not Limited To
Assign staff to gather and analyze information systems and business. requirements supporting client agency platforms and applications. Review business cases submitted by the client agency. Coordinate with agency staff to clarify business needs and requirements as appropriate. Oversee the creation of use cases and test scripts. Participate in solutioning discussions acting as the voice of the agency as it relates to requirements and use cases. Work with the Dedicated Support teams Architecture group to craft IT Solution proposals for agency executives. Create procurement documents to enable strategic partnerships with vendors in providing solutions for our client agency. Document existing and new business processes. Create and maintain issue logs relating to generating IT solutions and the implementation of those solutions. Facilitate issue resolution within ITS, the DST, and with agency stakeholders. Analyze the impact of changes to IT system requirements, help the Dedicated Support team evaluate resource needs and delivery timelines. Manage resources involved with system testing and assess the impact of errors on system function, as needed. Report on business analysis activities to ITS and client agency staff. Guide and mentor Business Systems Analyst staff. Perform a full range of supervisory duties.

Minimum Qualifications
Open to NYS employees with one year of permanent competitive service as Business Systems Analyst 3, G-25, OR in a position at the G-23 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above. Candidates must be reachable on the current eligible list for this title in order to be list appointed.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
