The California Public Utilities Commission (Commission) develops and implements policies for the communications industry in California, including ensuring fair, affordable universal access to necessary services, developing clear rules to allow flexibility without compromising due process, and removing barriers to competition. The Communications Division plays a central role in implementing the Governor's signing of Senate Bill 156 (Chapter 112, Statutes of 2021), which authorizes $6 billion to be spent on closing California's Digital Divide. The SB 156 Broadband Infrastructure Package includes $2 billion to build last-mile infrastructure to provide Californians with access to high-speed broadband service.
The Federal Funding Account, administered by the Commission, is a $2 billion grant program for last-mile broadband infrastructure projects to connect unserved Californians in accordance with 2021s Senate Bill 156.

Job Description And Duties

Under the direction of the Program & Project Supervisor, the RDS III will work as part of a team of analysts to:
Implement and administer the Federal Funding Account grant program to fund last-mile infrastructure projects. Adapt to a fast-paced dynamic work environment. Provide data analysis support to team members reviewing applications and project completion milestones. Conduct ad-hoc technical analyses and research to provide team with accurate information to be used during review and implementation. Present research, analysis, findings, and recommendations orally and in writing. Develop and maintain solutions to consolidate and organize data sets for both internal analysis and public display and visualization. Utilize coded solutions for replicable and documented analysis of spatial and non-spatial data sets. Create public-facing datasets and maps for communication with the general public. Prepare materials and assist discussions in meetings, workshops, and conferences. Manage external vendors for timely delivery and quality deliverables.

Describe your background working in multi-disciplinary fields where requests for information may come from team members with non-data backgrounds; how will you effectively translate and verify technical requests; how will you effectively explain methodology deployed; how will you concisely explain the results and reliability of the analyses.
