Schedule: Monday - Friday, 8am to 5 pm, some remote work post training

The Pinellas County Clerk of the Circuit Court and Comptroller's Finance Division is undergoing a transformative process aimed at modernizing our financial operations. This includes upgrading our Enterprise Resource Planning (ERP) financial system, streamlining internal processes, and enhancing security measures. This transformation will significantly impact not only the way strategic best practices are adopted internally but also how multiple agencies interact with our people, processes, and financial systems County-wide.

As a Functional Business Analyst and ambassador of the Clerk of the Circuit Court and Comptroller's Office and Finance Division, you will bring your accounting acumen, project management, business analysis, and ERP expertise to the center of our professional Finance Division.

Currently, our organization needs your assistance with analyzing and recommending new end-to-end business processes, increasing efficiencies across multiple finance and accounting workstreams using various financial software applications. To accomplish this, you'll use your requirements gathering, research, documentation, and configuration skills, as well as your problem-solving abilities, to determine root causes, propose solutions, and test/validate new technology solutions and processes.

In this role, you will enhance team efficiency by applying your technical expertise and taking initiative to support the Division's goals. You will be responsible for a range of technical, accounting, and administrative tasks related to our financial systems.

The ideal candidate will have a strong foundation of general accounting and financial principles, along with experience analyzing business processes, developing reports, documenting workflows, and delivering training programs. This position also involves conducting organizational research and recommending innovative, technology-driven solutions to complex business challenges.

Key responsibilities include supporting the implementation and optimization of an integrated ERP system, coordinating system testing, preparing clear and comprehensive documentation and reports, and providing user training. Success in this role requires independent judgment, strong problem-solving abilities, and a creative approach to addressing a wide variety of administrative, technical, and organizational challenges.

What Would You Do?

Responsible for professional, technical, accounting, and administrative work involving an integrated ERP system in a large governmental environment. Analyze, evaluate, and recommend technical solutions to problems and participate in implementing and supporting business systems. Conduct organizational and industry research to identify functional and technical improvement opportunities. Create current-state process maps to evaluate and analyze current business processes and technology systems to support strategic decision-making. Prepare, review, and analyze complex reports and studies. Document research findings, develop solution recommendations, business cases, and create summary presentations for leadership. Recommend and implement end-to-end business process improvements across finance and accounting workstreams. Collaborate with business and technology partners to facilitate solution requirements gathering and plan and execute approved projects, including refining solution designs. Participate in project execution, including creating testing plans, coordinating user testing, and solution validation. Develop and deliver training plans, materials, and sessions for end users. Develop and update desktop procedures and process documentation. Coordinate and conduct user training. What Do You Need To Have?

Experience

Professional experience using and supporting complex accounting systems with at least 2 years of experience with an integrated ERP financial system, providing business analysis, configurations, data analysis, and reporting in a lead role.

Education

Bachelor's degree in business, management, accounting, finance, public administration, industrial engineering, information technology, information management, or related field. At least 6 years of experience as described above; or Associate degree as described above and at least 4 years of experience as described above; or Bachelor's degree as described above and at least 2 years of experience as described above; or An equivalent combination of education, training, and/or experience. Highly Desirable

Experience working in a public agency. Experience with complex accounting software development projects. Experience working with one or more ERP Financial modules, such as: payables, receivables, general ledger, projects, payroll, cash management, and/or fixed assets. Experience working in ERP SaaS solutions. Advanced Excel skills with the ability to query large data sets from multiple sources and deliver data-driven analysis.

Knowledge, Skills, and Abilities Basic knowledge of Generally Accepted Accounting Principles (GAAP) and financial reporting in a government setting. Knowledge of public administration practices and principles. Proficiency in the use of Microsoft Office application suites. Ability to plan and manage multiple activities and projects simultaneously. Ability to work collaboratively with a diverse team having diverse responsibilities. Experience with ERP configuration tools and methodologies. A solid understanding of business process design and optimization principles. Proven ability to analyze problems, identify root causes, and propose and validate effective solutions. Highly skilled in collaboration, communication, teamwork, analysis, and customer service. Highly skilled in troubleshooting system issues and project and change management processes. Excellent organizational and time management skills with the ability to manage multiple projects simultaneously. Excellent oral and written communication skills with the ability to present to all levels of the organization. Ability to work a variety of schedules, including compulsory work periods in special, emergency, and/or disaster situations.
