Under the supervision of the Branch Chief (Environmental Program Manager I), the Supervising Special Investigator I (SSI-I) is responsible for overseeing a robust and complex statewide investigative program for enforcement of the Division 20 Chapter 13.8 of the Health and Safety Code (commonly known as Prop 12) and Chapter 10 (commencing with section 1320) of Division 2 of Title 3 of the California Code of Regulations. Responsibilities include development, implementation and coordination of statewide field investigative policies and strategies to detect or verify suspected violations of law and regulations, establishment and execution of standardized enforcement approaches and protocols for diverse statewide investigative scenarios, and the building of partnerships with state and local law enforcement groups, and state, county and city prosecutorial offices to effectively leverage statewide jurisdictional resources and to improve investigative efficiencies. The SSI-I will ensure all investigative practices are executed in a uniform manner throughout the state in highly varied cultural, business and agricultural landscapes in accordance with state laws and regulations. The SSI-I will oversee all statewide policies and operations of the Program's Investigations, which consists of three Special Investigators dedicated to a statewide program of enforcement against illegal confinement of covered animals and illegal sale of covered products in California.

Develop and implement a statewide enforcement strategy focused on achieving the best possible enforcement and prosecutorial outcomes by combining compliance activities with well-targeted investigative efforts

Oversee the statewide planning, organizing and conduct of specialized and complex investigations of certified and uncertified egg, veal and pork producers

Oversee the statewide planning, organization and conduct of specialized and complex investigations of registered and unregistered distributors, handlers, retailers, restaurants, food processing facilities and similar facilities who buy, sell, or handle eggs, veal, and pork meat

Foster partnerships with Border Protection Stations, local allied law enforcement agencies to leverage resources and ensure peace officer assistance and regional intelligence related to unlawful activities

Enhance working relationships with the justice system, court officers, and state and local prosecutors by participating in district and regional multi-agency task forces and work planning meetings, including but not limited to the California Rural Crime Prevention Task Force and local enforcement working groups

Provide specialized training to local environmental, public health and law enforcement agencies on enforcement matters of mutual concern related to confinement of covered animals and sale of covered products

Supervise staff of Special Investigators dedicated to a statewide program focusing on illegal confinement of covered animals and the illegal sale of covered products

Oversee staff that plan, organize and conduct specialized and complex investigations of certified and non-certified producers, of registered and unregistered distributors of covered product, and of retailers, restaurants, food processing facilities and similar facilities that are buying covered product

Initiate investigations in response to governmental referrals and public complaints related to unregistered distributors, uncertified producers, sales from noncompliant producers and operations selling noncompliant covered products in a timely manner, including any follow-up inspections and collaboration with allied agencies as necessary

Conduct regular staff meetings with Special Investigators to provide information link between staff and program management

Working Conditions

As the investigative resource to the Program in implementation and enforcement of laws and regulations, the duties of this position are performed in a variety of settings. With such diversity, the incumbent must be able to establish and maintain effective internal and external working relationships, perform well in stressful situations, make appropriate decisions, provide recommendations, work independently to complete assignments and meet deadlines.

The incumbent's office is at Sacramento Headquarters and is equipped with laptop computer hardware and various software programs including email, telephone with voicemail and other standard office essentials.

Field work within the state can consist of at least 40% of the incumbent's work time.

The incumbent must be willing to work irregular hours and overtime in various locations throughout the state.

Typically, outdoor investigative activities will expose the incumbent to seasonal environmental extremes in temperature, sun, wind, rain, high noise levels, rural, urban and highway driving hazards.

Field investigative activities involving producers and retail, wholesale and distribution centers will include outdoor, indoor, rural, and urban environments, in addition to uncooperative witnesses and potentially hostile suspects.

The incumbent must follow CDFA, AHFSS, and Program employee health and safety polices.

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.

Department Information The Animal Care Program (Program), as part of the Animal Health and Food Safety Services (AHFSS) division, regulates the confinement of calves raised for veal, breeding pigs, and egg-laying hens and the sales of covered products from these animals are in compliance with the Health and Safety Code and California Code of Regulations requirements. The Program certifies farms, accredits certifying agents, registers facilities involved in the handling, distribution and sales of eggs, pork meat and veal meat, and conducts audits, inspections and investigations to ensure covered animals are kept and covered products sold in California comply with state law and regulations.
