TITLE: HEAVY EQUIPMENT OPERATOR

DEPARTMENT: PUBLIC WORKS

GENERAL DESCRIPTION

This is very responsible general highway and park maintenance work at the full performance level involving the operation of dump trucks and heavy equipment in the construction of parks and athletic fields, roads, drainage, curbing, roadsides, underground utilities and related facilities.

Work involves responsibility for safe and effective operation of heavy construction equipment and dump truck operations. Duties include operating dump trucks, pavers, front-end loaders, bulldozers, graders, large rollers, large street sweepers, backhoes, and related equipment; assisting in road and drainage project construction; and,highways and related public works facilities. This position also has the responsibility for making standard drainage and road maintenance decisions in accordance with established procedures. This work requires that the employee have considerable knowledge, skill and ability in drainage and roadway construction methods.

SUPERVISION RECEIVED

Works under the general supervision of the Park and Highway Superintendent or Designee.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Operates a dump truck to plow snow and move construction material. Operates front-end loaders, bulldozers, graders, and related equipment.

May be assigned primarily as street sweeper operator or vac-all operator.

Plows snow and applies sand and salt on an assigned section of city roads.

Removes snow from sidewalks, parking lots and related areas.

Works on setting up and taking down structures for special events.

Completes forms and reports on completed work assignments.

Maintains roadway sections by patching and repairing by hand tools and power equipment. Operates a paver, roller and curb machine.

Maintains drainage and some sewer pipe, catch basins and related facilities by hand tools and power equipment. Assists in constructing drainage projects, underground utilities and rebuilding roadways and curbing.

Repairs and replaces guardrails, barriers and related roadside facilities. Maintains the cleanliness and service of roadways and public areas.

Operates a variety of equipment including chain saw, wood chipper, post hole digger, cement mixer, tamper, jackhammer, and air compressor.

Performs work in a safe manner and observes all safety procedures.

Takes the lead when working with employees of lower classifications.

Uses all tools, equipment and materials responsibly and performs basic inspection and preventive maintenance prior to use.

Performs work of lower classifications, as necessary.

KNOWLEDGE, SKILLS AND ABILITIES

Considerable knowledge of the tools, equipment and methods of drainage, underground utilities, curbing, parks and roadway construction

Considerable knowledge of the work standards and safety procedures in pipe installation and roadway construction and maintenance.

Considerable skill in operating dump trucks, hand tools and heavy equipment used in drainage, roadway construction, including tractors, backhoes and mowers.

Good knowledge of public administration principles and practices as applied to the supervision of a small work unit and unit reporting and routine administrative procedures.

Considerable ability to perform manual labor, including heavy lifting and the operation of hand and power tools and equipment.

Considerable ability to follow oral and written instructions and to learn city procedures.

Considerable ability to establish and maintain effective working relationships with superiors, coworkers, subordinates and the general public.

Good ability to take the lead in a work group. Some ability to read basic blueprints.

Some ability to administer policies and procedures including scheduling, routine decision making and the completion of forms and reports.

QUALIFICATIONS

A high school diploma, or the equivalent, plus four years of experience in manual labor, truck driving, and heavy construction equipment operation, or an equivalent combination of education and qualifying experience.

SPECIAL REQUIREMENTS

Must have a valid CDL, Commercial Driver's License with appropriate endorsements.

TOOLS AND EQUIPMENT USED

Motorized vehicles and equipment such as dump truck, street sweeper, vac-all truck, backhoe, payloader, roller, jackhammer, hand tools and related equipment.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is usually loud.
