The Loudoun County Office of Mapping and Geographic Information is responsible for maintaining the core components of the county's Geographic Information System (GIS), the computerized mapping system. The office provides internal data, mapping, and analytical services to county agencies and provides services to the public through web-based mapping and at the office's Public Information Counter.
Job Summary
The Loudoun County Office of Mapping and Geographic Information is seeking a motivated and detail-oriented GIS Division Manager with strong experience in land records data, analysis, and maintenance to join our team.
The Land Records GIS Division Manager is a critical department position that oversees the development, maintenance and distribution of the County's core land records data sets of Parcels, Addresses, Street Centerline and Routing networks. The Division's work is integrated into several County systems and is integral to County operations. The Land Records GIS Division Manager is also a member of the department's leadership team, collaborating on the development and implementation of department priorities, plans, policies.
Key responsibilities include:
- Guiding, mentoring, and overseeing the division's three teams of Parcels, Addressing, and Centerline - Developing and maintaining collaborative relationships with key division customers and stakeholders, including within other departments, the incorporated towns, other organizations, and businesses - Developing and maintaining a thorough knowledge and understanding of Chapters 1020 and 1026 of the Loudoun County Codified Ordinances and of the parcel mapping and condominium processes - Maintains, monitors and analyzes division performance metrics to improve operational efficiency and service delivery - Develops division technical guidelines, processes, and best practices - Developing an understanding of County policies, administrative guidelines, and relevant laws and regulations - Collaborates with others of the department's leadership team on strategic planning and the development of standard operating procedures (SOPs) - Prepares reports on the division's projects and performance, while keeping the leadership team informed of key updates and challenges - Facilitates collaborative, productive discussions with stakeholders and the public to resolve conflicts - Researching local and state code and ordinance pertaining to land records
The ideal candidate will have:
- Local government experience with GIS land records data - Strong knowledge of deeds, plats, easement right of ways, address assignment, and/or street naming - Analytical skills to diagnose challenges and identify solutions - Knowledge and experience in GIS data development, analysis and maintenance - Considerable knowledge of and experience with ArcGIS Pro and with relational databases - Experience in and the ability to successfully explain complex land records issues to a non-technical audience - Experience in managing and mentoring team members - Excellent verbal and written communication skills - Experience with electronic plan review software - Experience working with staff and products from engineering firms - Experience in documenting GIS processes
This position is eligible for partial telework in accordance with County and Department policies. Salary commensurate with experience. Minimum Qualifications
Bachelor's degree in Geography, Computer Science, or related field; five (5) years of experience in GIS or related field with experience in project work and including one (1) year in supervision; or equivalent combination of education and experience.
