Assistant Engineer (Civil/Transportation)

The Assistant Engineer (Civil/Transportation) will be assigned to the Albany Division and act as the Division's Office Engineer. Under the direction of a Professional Engineer (Assistant Division Director of Engineering Services (ADDES), the Office Engineer will be responsible for the following: Change orders & cost workups for conformance with NYS Department of Transportation (NYSDOT) and NYS Thruway Authority (NYSTA) specifications. Audit construction records for conformance with NYSDOT Manual of Uniform Record Keeping (MURK). Provide guidance regarding the interpretation of specifications as well as construction administration procedures and policies for all NYSTA and Consultant Construction Inspector Staff. Review, process, and distribute accident reports for incidents within the limits of active Albany Division construction projects. Oversee the administration of the Albany Division On-Demand Repair Contract. Serve as the Office Engineer for all assignments under the contract including running progress estimates, maintaining records in accordance with MURK, reviewing cost workups and assisting with field inspection. Process EZ-Pass Non-Revenue Requests from Contractors and Consultants. Minimum Qualifications TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES: Assistant Engineer (Civil/Transportation) SG-20: Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 19 or above and eligible for transfer under Section 70.1 of the NYS Civil Service Law. All transfer candidates are required to have proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE). Engineer Trainee SG-18: Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 16 or above and eligible for transfer under Section 70.1 of the NYS Civil Service Law. Engineer Trainees will be required to complete a minimum of one year of satisfactory performance and pass the Fundamentals of Engineering (FE) exam. If the FE is obtained by the end of the first year, a Trainee may be advanced to the journey-level Assistant Engineer (Civil/Transportation) SG-20. If a Trainee does not take and pass the FE by the end of the second traineeship year, they will face termination from the position. Open Competitive / NY HELPS Qualifications: Assistant Engineer (Civil/Transportation) SG-20: Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND a qualifying bachelor's degree or higher as listed below. OR Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND one year of full-time qualifying engineering experience as listed below. Engineer Trainee SG-18: A bachelor's degree or higher in engineering or engineering technology as listed below. OR Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND one year of full-time qualifying engineering experience as listed below. Individuals appointed as an Engineer trainee must complete one successful year in the traineeship regardless of when they obtain their Fundamentals of Engineering Examination (FE). Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees. Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified. Additional Comments This is a CSEA position. ADDITIONAL PAY INFORMATION: The salary range for this position includes all applicable annual components of pay which are: Base Pay Range from Hiring Rate $93,666 up to Job Rate $100,979. Recruitment & Retention Pay: $7,000. This position may be filled as a traineeship. The starting salaries for this traineeship are outlined below. For current New York State employees, salary is based on the candidate's salary at the time of hire. (Trainee 1, equated to SG-18) Base Pay Range from Hiring Rate $64,427 up to Job Rate $91,409. Recruitment & Retention Pay: $7,000.
