Deputy Program Manager - Contingent Upon Contract Award

All Native Group, The Federal Services Division of Ho-Chunk Inc. The Deputy Program Manager will oversee contractor processes that enable performance under the contract and subordinate task orders. The PM will be the direct representative of ANG, coordinating with the Contracting Officer (CO), Contracting Officer's Representative (COR), and Government Technical Managers (GTMs). The DPM will serve as the principal interface between the Government and ANG. The position is based in Washington D.C., with an expectation of 5 days onsite per week. Essential Functions

Serve as the backup point of contact for all contractor functions related to performance under the Enterprise-Wide Contract and its subordinate task orders. Manage the contract aimed at IT transformation, including IT governance standardization, cybersecurity enhancement, modernization through business-driven IT solutions, leveraging no-code/low-code platforms, improving service management, and increasing data accessibility. Organize and produce contract deliverable documents for review and submission. Coordinate with Security to meet all security clearance requirements. Perform contract data analytics to detect trends and improve issue assessments. Proactively communicate and collaborate with government stakeholders and contractor employees to analyze ongoing information needs. Manage corporate budgeting and contract reporting requirements. Ensure compliance with company policies, procedures, and practices. Coordinate with HR on issues and incidents, including leave, pay, and other HR support for contract personnel. Enhance operational agility through scalable, business-driven IT solutions. Leverage low-code and no-code platforms for rapid solution development. Improve IT service management processes and streamline governance. Strengthen user experience via self-service, automation, and integration with enterprise platforms. Support data accessibility and decision intelligence to drive operational impact. Implement and optimize Technology Business Management (TBM). Manage IT resourcing and finances, including cost estimating and developing Independent Government Cost Estimates (IGCE). Provide PMO support and process improvements. Participate in proposal support functions as needed. Competencies

This role operates in a professional office environment, routinely using standard office equipment. Physical Demands

Full-time, Monday to Friday, 8:00 a.m. to 5:00 p.m., with possible evening and weekend hours. Travel

Primarily local during business hours; some out-of-area and overnight travel may be required. Experience

5-8 years managing IT modernization, governance, and cybersecurity support 3+ years managing a government program with an annual budget of $12M+ 3+ years managing Department of State programs/contracts Experience coordinating HR and recruiting needs Education

Bachelor’s degree required Master’s preferred PMP and ITIL certifications preferred Additional Qualifications

N/A Security Clearance

Must be a U.S. citizen with a Secret clearance. Compensation & Benefits
