Summary
Under general direction, is responsible for analyzing, installing, administering, maintaining and troubleshooting software applications, computers and server systems. Participates in capacity planning, support the creation and the maintenance of system and server disaster recovery plans and monitor all system and server performance activities. Screens the systems and servers for attempted intrusions as well as designs and implements appropriate system and server security measures and procedures. Responsible for assisting with maintenance of the clinic infrastructure to support major application and server systems. Provides support for network, database, application and various IT issues that come through the customer service center. Exercises no direct supervision over assigned staff.
Distinguishing Career Features
The Systems Administrator is a staff position serving in an entry-level capacity to LRCHC departments and services. This position requires advanced knowledge of and the ability to support and administer major Health IT applications, databases, local and wide-area networks and infrastructure, redundancy, and security. This position also requires the ability to integrate various equipment and provide sufficient architecture expertise for current and anticipated bandwidth needs, establish controls and permissions ensuring the security and integrity of data and stability of connectivity.

Essential Duties and Responsibilities
- Ensuring HIPAA compliance and secure file/data access; implements robust security measures to protect all data and electronic Protected Health Information (ePHI).
- support multiuser computing environments and ensure the smooth operation of IT services
- System and Server Connectivity: Provides support for network connectivity or related network issues for the user community.
- System and Server Installation: Installation of servers, appliances and all related components.
- System and Server Monitoring: Analyzes systems, servers, applications, peripheral and accessory activity and problems to discover and prevent systematic errors.
- System and Server Inventory: Creates and maintains a comprehensive inventory of all system, server and associated software. Recommends inventory standards and methodology.
- System and Server support: Analyzes systems, servers, applications, peripheral and accessory requirements and system interdependencies
- Disaster Recovery: Develops disaster recovery plans. Develops test plans."
- System and Server Performance Assessment: Assesses performance to ensure that it meets the present and future needs of the business.
- System and Server Security: Implements security procedures and makes recommendations for improvement.
- LRCHC Website administration and maintenance
- Emerging Technologies: Determines user needs and incorporates them into design and overall plan for the architecture of systems and servers. Evaluates and recommends new standard products for clinics standards list.
- Account and Access Management: Defines procedures for user access to systems and applications. Ensures procedures are followed. Provides user access to domain and systems.
- Archival Systems: Manages Archival Systems infrastructure, including installation, upgrade, configuration and supporting users globally. Oversee the technical systems and processes used to preserve and manage collections of records, including both physical and digital materials, for long-term access and storage.
- Develops and executes systems and server plans. Performs routine maintenance tasks for infrastructure systems; backups, patch management and hot fixes.
- Integration Testing: Participates in integration testing. Ensures compatibility with existing and emerging infrastructure and services.
- Vendor Management: Manages vendor relationships to maximize value to the business.
- Coaching and Mentoring: Mentors less experienced personnel.
- Issue Resolution: Troubleshoots, diagnoses and resolves desktop problems. Researches, analyzes and recommends the implementation of software or hardware changes to rectify any desktop deficiencies or to enhance desktop performance.
- Problem Resolution: Responds to support requests via multiple sources such as phone and e-mail. Interacts with customers in a courteous and professional manner. Diagnoses escalated customer problems using checklists, previous experience and training. Documents problem status and resolution. Escalates when necessary. Performs root cause analysis and develops checklists for typical problems. Coordinates the resolution of application, hardware and software problems. Assists other IT staff with major IT projects, as needed. Creates temporary solutions until permanent solutions can be implemented.
- Recurring Problem Identification and Resolution: Identifies recurring and potential problems and notifies team members. Recommends procedures and controls for prevention.
- Communication: Documents and coordinates updates on issues to ensure customer satisfaction and productivity.
- Vendor Support and Management: Works with vendor technical support personnel on solutions for customers.
- Reviews and assists in the documentation of lessons learned to develop quick reference guides and job aids on noted repeat problem solutions related to hardware and software.

- Novice knowledge of various switches and routers for use in Private and carrier-based optical WAN and MAN networks across multiple data centers utilizing MPLS and advanced routing protocols including BGP, OSPF, and EIGRP.
- Advanced knowledge of commercial enterprise-level tools and products to provide core network services including: firewalls, IPS/IDS, DNS, DHCP, web security, email security, VPN, and NAC.

- High School Diploma, GED with 48 months IT experience in related field or,
- Associate's Degree from an accredited college or university in Telecommunications, Computer Science, Information Technology or related field, with 12 months experience and,
- Experience in Telecommunication, Networks, Computer Science, or IT related fields, managing servers, systems, working with various applications and developing work plans.
- Licenses and Certificates
- Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
- Due to CJIS requirements related to system access, the following will result in being disqualified for this position:
- Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Conviction.
