Job Responsibilities
Performs topographical, cadastral, location, hydrographic, and control surveys by gathering all information necessary for the Columbia Office to plan, design plans, and award to contract. Develops and prepares computer survey data files needed for CADD development of projects by providing codes with all survey data points in manner that facilitates the electronic drafting/mapping of the survey through the SCDOT CADD software, performing computations, and adjusting survey data to SC State Plane Coordinates.
Under the direction and supervision of a SC Registered Land Surveyor, performs and supervises subordinate crew members in: boundary survey field work and research, aerial mapping ground controls surveys, and surveys to stake project right of way lines for the appraisal and acquisition of new right of way for individual property tracts.
Performs project management responsibilities as directed by the group supervisor including identifying project characteristic and objectives, establishing project plan, assigning and orienting project staff, and monitoring work for quality and timeliness while taking corrective action as needed. Provides guidance making decisions and directing supervision as needed, resolving survey related problems, consulting with upper management as necessary, and advising supervisor of project problems that may significantly impact the project.
Establishes property corners and property lines by obtaining information from property owners, public officials and courthouse research, locating deeds, plats, and property tax maps. Performs other related duties as required including driving to and from job site.
Performs administrative duties including administering department policies, submitting weekly, and monthly cost reports, and vehicle mileage logs. Assisting in recruiting, selecting, orienting, and training of new employees; approving employees' time and leave request in MSS and ensuring employees' time is charged correctly and properly documented.
Maintains daily work log and enters working time and charges codes into time sheet in ESS. Maintains personal information in ESS.
Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork, prepares monthly cost reports, vehicle millage logs, and associated time reports. Coaches, counsels, and trains employees to carry out specific surveying duties. Establishes and monitors work processes, implements management policies and initiatives, and promotes teamwork within the organization.
Defines appropriate ground position at most feasible location based on information received with survey request (maps, plan sheets, drawings, etc.). Surveys road to establish control points and level elevations. Ensures safety procedures are followed in the field to keep work area as safe as possible Performs other related duties as assigned.
Minimum and Additional Requirements
A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and one (1) year of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
