The Accounting Manager is responsible for maintaining financial policies, internal controls and reporting systems; ensures timely and accurate reporting of monthly, quarterly, and annual financial reporting; oversees the day-to-day functions of the accounting staff, preparation of routine, specialized, and ad hoc financial reports; and directs activities to meet the changing needs of management and the Finance Division.

COMPLIANCE WITH REGULATIONS

Works closely with all departments necessary to ensure that the processes, programs and services are accomplished in a timely and efficient manner in accordance with generally accepted accounting principles (GAAP), CHG policies and procedures and state and federal regulations including DMHC, DHCS, and CMS.

RESPONSIBILITIES

  • Manages the daily operations of financial services department, ensuring accurate and timely financial reports.
  • Provides status of financial condition by planning, organizing and managing a variety of general finance and accounting functions including financial reporting, transactional functions, and accounts payable.
  • Monitors and confirms financial conditions by implementing and auditing financial reports to conform to company policies and procedures, contractual requirements, and statutory reporting specifications.
  • Recommends procedures and controls by analyzing operational procedures, controls and systems and recommending improvements to maximize the effectiveness and efficiency of the finance division.
  • Provides general accounting leadership by acting as a resource for finance and accounting personnel, other company employees, auditors and outside agencies regarding various aspects of the company's financial systems, policies and procedures and records of transactions; performing a variety of technical and/or specialized projects/assignments as required.
  • Develops and implements systems and structures to ensure management and staff competence and compliance with applicable policies, procedures, federal and state regulations.
  • Maintains close collaboration with the Chief Financial Officer and Controller to ensure proper direction and development of department staff; become professionally well-rounded; and expand industry knowledge that may impact on the operational performance of the department and/or reporting processes.
  • Research and reviews accounting pronouncements and guidance that may impact the organizations treatment of accounting matters and financial reporting, as well as timely identifies financial accounting issues for management discussion and resolution.
  • Coordinates management collaboration with other departments, primarily Finance, to ensure accurate and timely reporting of financial information.
  • Manages quarterly financial reviews and annual audit process with external audit teams.
  • Leads the quality improvement process within the department to identify and solve problems and issues and includes all levels of staff in the process.
  • Promotes a positive image of the organization and the department in all aspects of communication and contact.
  • Expands applicable accounting knowledge as may be necessary for the efficient operations of the division.
  • Performs related duties as required.

Job Qualifications

EDUCATION/CERTIFICATION

  • Minimum BS/BA degree in Accounting or Finance; MBA preferred
  • Current CA CPA license

EXPERIENCE/ SKILLS

  • Proficient working knowledge and demonstrated application of GAAP.
  • Knowledge of state and federal HMO reporting regulations (DMHC, DHS, and CMS).
  • Understanding HIPAA compliance, PHI, and ERISA.
  • Understanding of health care operations and the relationships between departments and functional areas.
  • Word processing, spreadsheet and database software.
  • Minimum 5 years accounting/finance in healthcare industry or proven equivalent
  • Minimum 3 years supervision of accounting staff or leadership role in accounting or finance
  • Excellent verbal, writing, analytic, and interpersonal skills

PHYSICAL REQUIREMENTS

  • Prolonged periods of sitting.
  • May be required to work evenings and/or weekends.
  • Some traveling may be required.
