This position serves our partners at both the Minnesota Department of Agriculture (MDA) and the Minnesota Board of Animal Health (BAH). The MNIT MDA and BAH teams support technology critical to ensuring food supply integrity and safety, livestock health, and supporting a vibrant agricultural economy for Minnesota.

This position is responsible for the development, implementation and completion of enhancements and upgrades to enterprise applications and new development projects. This includes performing analysis, programming, documentation, testing, installation and/or training as required in completing the module or application. As a developer, this position will perform analysis and programming, taking direction from lead/senior programmer(s) on the applications and projects. The incumbent also serves as a backup to other staff during absences for enterprise and legacy application support.

This position requires an employee to be onsite at 625 Robert St. N. Saint Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

Minimum Qualifications

Position requires a minimum of three (3) years of IT related experience in all of the following areas:

Java, .Net, JavaScript, HTML, CSS, Angular and other web-based languages/utilities.

Reporting tools such as Jasper, Power Bl.

Data analysis, SQL writing and tuning experience.

Experience and knowledge of relational database design such as DB2 and SQL Server.

Experience must include:

Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

Customer service skills that include active listening, empathy, and problem-solving.

A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.

Preferred Qualifications

Experience with issue tracking (Jira), code versioning (SVN, Git), and integrated development environments (eclipse, MS Visual Studio).

Experience with Azure or AWS.

Experience with Power Bl paginated reports.

Knowledge of Microsoft Power Platform - Power Bl, Power Apps and Power Automate.

Experience with content management systems such as Drupal and WordPress.

Experience with UX design & responsive design.

Experience designing accessible web applications.

Experience with Salesforce CRM, Marketing Cloud, or Public Sector Solutions.
