Senior Contract Specialist for Infrastructure Construction for the DoD

PRIMARY DUTIES & RESPONSIBILITIES : The Department of Defense (DoD) Test Resource Management Center (TRMC) plays a critical role in supporting the warfighter by ensuring that DoD components have the necessary test and evaluation (T&E) infrastructure to research, develop, field, and maintain military systems. Recently, the US has accelerated efforts to develop hypersonic air vehicles (greater than Mach 5 or approximately 3,000 miles per hour). To support these systems, TRMC has funded major projects and established a project management team to modernize hypersonic test infrastructure. This role is vital for overseeing these projects, and as a founding team member, the candidate will play a significant role in creating a successful program. Oversee and manage multiple contracts, serving as the primary point of contact for the program lead. Lead the development of contract documents (e.g., PWS, CDRLs), coordinating with team members, assigning sections, and reviewing drafts. Identify and evaluate existing contract vehicles to meet program needs. Collaborate with the contracting officer to understand requirements and deadlines. Coordinate with the government COR to ensure requirements are incorporated into contracting documents. Work with the management team to track actions and deadlines for contractual tasks. Coordinate with financial and schedule analysts to ensure deliverables are appropriate. Engage with technical subject matter experts to verify engineering and construction deliverables. Establish processes with the program lead to ensure contract requirements are met and develop mitigations for poor performance. Create and maintain procedures for contracting actions. Utilize Microsoft Teams and SharePoint for communication and file management. Follow administrative and data security guidelines. Perform other duties as assigned. REQUIREMENTS : 8+ years of contracting experience within the Department of Defense or Federal Government. Experience with various contract types and processes, including BAA and OTA. Experience across all contract lifecycle phases. Excellent communication skills. Proficiency in Microsoft Office Suite, including Outlook, Word, PowerPoint, Excel, OneNote, SharePoint, and Teams. Creative problem-solving skills. Organized, detail-oriented, and capable of multitasking. Ability to work independently in a fast-paced environment. Based in the national capital region, with work from the TRMC office in Alexandria, VA, and some telework flexibility. Secret security clearance. Bachelor’s degree or equivalent experience. DESIRED SKILLS : Program management or leadership experience. Experience in constructing, operating, and maintaining industrial facilities. Knowledge of test infrastructure, especially wind tunnels. Familiarity with DoD weapon systems acquisition processes. SRC is a contractor for the government. Citizenship and a Secret security clearance are required.
