The duty station for this position is in King County, therefore the incumbent will receive 5% premium pay in addition to the salary listed above. Primary Responsibilities Include: Provides guidance and responds to questions from staff regarding HR processes and procedures. Responds to questions from prospective candidates regarding open positions, application status, employee benefits, etc. Utilizes the state’s applicant tracking system (NEOGOV) to its full capability in recruitment efforts. Drafts job announcements intended to draw the interest of a broad and diverse field of applicants and increase the number of applications received. Collaborates with supervisors, managers and hiring panels to facilitate the interview process and ensure a positive recruitment experience for applicants. Conducts criminal history background and reference checks for prospective employees. Conducts new employee orientation. Drafts required forms and correspondence for all employee actions and position updates. Creates and maintains electronic personnel files, position files, recruitment files, medical files, and other HR related files. Tracks and receives required documents including position description forms, performance evaluations, new employee documents, etc. Ensures documentation is received, processed, and filed timely. Follows up with employees and/or supervisors if documents are not received. Ensures required employee paperwork is completed, reviewed and tracked in accordance with agency policy and State/Federal law. In response to general HR questions, provides HR related resources such as: Collective Bargaining Agreement (CBA); Federal Law; Washington Administrative Code (WACs) and Revised Code of Washington (RCWs); personnel policies/procedures; and other pertinent rules, regulations, and policies. Required Qualifications: At least two years of full-time human resource experience in a professional setting. Ability to provide excellent customer service. At least one year of experience utilizing NeoGov as a professional user. Team focused mindset – keeping collaboration, accountability and shared purpose at the forefront. Experience in positions which require respect for and maintenance of strict confidentiality. Proficiency in Microsoft Word, Excel, and Outlook. Experience in positions requiring a consistently high-level display of professionalism. This includes maintaining proper attendance, following policies, procedures, and instructions, and meeting productivity standards and deadlines. Communication Skills/Abilities: Ability to convey ideas and facts orally and in writing using language the audience will best understand. Consulting Skills/Abilities: Ability to partner with staff and customers to identify and resolve questions and/or complex or sensitive issues within their span of control or refer them to other HR team members for assistance. Relationship-Building Skills/Abilities: Ability to develop positive, productive, respectful working relationships with customers, co-workers, and all agency staff. Preferred/Desired Qualifications: A bachelor’s degree with a focus on business or public administration, human resources, health and human services, social or organizational development or behavioral sciences, race & ethnic studies, or related field from an accredited institution whose accreditation is recognized by the US Department of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent. Three (3) years of professional-level human resource experience including assessing and facilitating solutions for human resource problems and issues. HR experience within Washington State government. Two years or more experience using NeoGov and HRMS. Research and Analytical Skills/Abilities: Ability to research, evaluate and draw conclusions from data; support recommendations with facts and analysis; interpret and apply rules, laws, policies and procedures.
