Project Manager
Rapid Cycle Solutions LLC (RCS) is an innovative small business providing IT and management consulting services to the U.S. Federal Government and commercial clients. We have unique strengths in complex, cross-organizational solution analysis, design, development, implementation, and change management supporting enterprise requirements. Our team of professionals has deep consulting backgrounds supporting the unique needs of our clients. Our team members have proven experience leading strategic initiatives within the civilian Government agencies.
*Note: This position is pending award and selection therefore is contingent in nature. This effort is estimated to be awarded in late September with a start date ranging from early to mid-October. The duration of this effort is 6 months.
RCS is seeking a
Project Manager
to serve as the primary point of contact with the client and assumes overall responsibility for contract performance. This position requires the candidate to meet specific Security Clearance obligations (Public Trust) to work onsite in Washington, DC with flexibility for remote work subject to organizational approval. Relocation assistance is not available.
What you will do: This role manages project scheduling, resource allocation, risk mitigation, and communication with all stakeholders. Leads requirements gathering efforts including stakeholder interviews, workshops, data calls, and working sessions. Ensures deliverables meet quality standards and contractual obligations, integrating feedback from Library of Congress staff and subject matter experts. Facilitates regular status reporting, oversees preparation of the project plan, and ensures on-time submission of all deliverables. Provides leadership, motivates the team, and promotes best practices in documentation and analysis throughout the engagement.
Required Qualifications/Education: Clearance:
Active Public Trust security clearance or the ability to obtain, particularly within the Library of Congress. Bachelors degree (Masters preferred) in Business, Public Administration, HR, IT, or related field PMP certification required Demonstrated experience managing federal HR, IT, or business transformation projects Excellent stakeholder engagement, facilitation, and written/oral communication skills Strong organizational and analytical skills Familiarity with federal acquisition/project delivery preferred
