The Opportunity WSF is currently seeking adedicated Electrification Delivery Lead to support the implementation of WSF’s Long Range Plan 2040 through effective oversight of the System Electrification Program. This position will play a key role in advancing WSF’s electrification goals by supporting program development, delivery coordination, and project controls for two core subprograms: W1 – Terminal Construction and W2 – Vessel Construction. What to Expect Among the varied range of responsibilities held within this role, you/the Electrification Delivery Lead will: Monitor, maintain, and update project data using Capital Connect and Spend Plans to ensure accuracy in schedule, cost estimates, and expenditure aging; report variances and update Transportation Executive Information System (TEIS) data as needed. Track project scope and prepare correspondence related to changes in scope, schedule, and estimates, including review of Project Change Request (PCR) forms. Review Design File information, PS&E documents, and project correspondence to ensure compliance with approved scope and budget. Provide guidance to internal offices on capital program matters related to the System Electrification program. Set up and maintain work order authorizations in coordination with the General Engineering Consultant (GEC), Project Controls, and Project Managers; resolve issues on complex work orders. Monitor and allocate consultant funding for agreements and task orders in coordination with WSF Consultant Services and the GEC. Assist in preparing biennial and fiscal year budgets by entering project data into Capital Connect and TEIS, aligning projects with target allocations. Review and prepare funding authorization requests to ensure completeness, accuracy, and alignment with System Electrification program goals. Qualifications To be considered for this opportunity, the following are

required : Program & Project Coordination - Demonstrated experience managing or coordinating transportation, capital, or infrastructure projects, including scope, schedule, and budget tracking. Budget Monitoring & Financial Analysis - Proficient in using financial systems (e.g., TEIS, Capital Connect, TRAINS) to monitor expenditure, manage funding sources, and ensure fiscal accountability. Technical Documentation Review - Experience reviewing and interpreting engineering or planning documents such as design files, PS&E packages, and project change requests. Information Management & Communication - Ability to analyze and synthesize large volumes of technical and administrative information and communicate clearly in written and verbal formats across stakeholder groups. Organizational Skills & Task Prioritization - Proven ability to manage multiple high-volume tasks simultaneously while meeting deadlines, with strong attention to detail and follow-through. Software Proficiency - Skilled in Microsoft Office Suite and specialized project management and reporting tools (e.g., Cognos, Capital Connect). It is

that qualified candidates also have: Program & Portfolio Management Experience - Prior experience in program management, development, or oversight of large-scale transportation or infrastructure programs. Project Controls & Performance Reporting - Demonstrated experience in tracking project performance, budgets, and milestones using standardized reporting tools and control systems. WSDOT Systems Proficiency - Familiarity with WSDOT-specific applications such as Capital Connect, TEIS, TRAINs, CAPs, CCIS, and Cognos for project tracking and financial reporting. Transportation Design & Construction Knowledge - Background working in transportation design and/or construction environments, with an understanding of project delivery workflows, terminology, and requirements. Important Notes This position offers flexible/hybrid remote work options. The salary listed includes the legislative approved 5% salary premium for positions in King County. In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
