The Associate Accountant will perform a full range of accounting, reporting, and revenue management functions for the agency, including financial reporting, accounting functions, monthly general ledger close, and balance sheet and income statement analyses. Overview of Accounting and Finance Department SANDAG is a fiscally responsible public agency with rigorous accounting processes and financial reporting procedures. The agency has received the GFOA Certificate of Achievement for Excellence in Financial Reporting for its ACFR for the past fourteen years. The department supports daily operations through two functional areas: Accounting & Finance and Revenue & Project Control. This position supports accounting duties and all agency programs, maintaining high accuracy and outstanding customer service. Job Responsibilities

Coordinate functions such as debt management, cash flows, capital assets, journal entries, investment management, general ledger reconciliations, and financial statement preparation. Maintain financial systems and records, ensuring accuracy and compliance with GAAP, regulations, policies, and procedures. Research variances, reconcile accounts including TransNet general ledger, monitor cash flow, and analyze revenue activities. Participate in revenue management, provide analysis, and forecast revenue. Maintain and monitor accounts, verify funds, perform reconciliations, and resolve variances. Prepare financial statements and assist with reporting to government entities and banks. Support accounts receivable and collections, coordinating with external agencies. Manage budgets, expenditures, debt service, and reserve funding analyses. Participate in audits, establish procedures, and prepare records for audit and year-end reporting. Maintain reconciliation procedures, enhance systems, and ensure compliance with regulations and policies. Typical Qualifications

Bachelor's degree in accounting, finance, business administration, or related field; at least three years of professional accounting experience. Experience with general and enterprise accounting, financial statement preparation, and financial control reporting. Knowledge of GAAP, procedures, practices, and current issues in accounting. Familiarity with governmental and debt service fund accounting laws and regulations is desirable. Experience with financial statement preparation, journal entries, and reconciling accounts. Knowledge of auditing practices and participating in financial audits. Ability to research, analyze, evaluate, and recommend financial solutions. Effective communication skills, both oral and written, and ability to prepare clear reports. Strong organizational skills, ability to manage multiple projects, prioritize, and work independently. Proficiency with Microsoft Office, financial management systems, and Excel; experience with Tyler Enterprise ERP is desirable. Must pass a pre-employment criminal background check.
