PRIMARY FUNCTIONS Under general direction, administers all operating facets of the City's Government Television Station as well as producing and maintaining the City's website. Work involves supervision of the work of the TV Producer and technical staff; as well as coordination between the web site's external users and departmental content providers, May perform filming and other related duties as required.

PRINCIPAL RESPONSIBILITIES

Coordinates monthly TV program schedules. Responsible for, develops and maintains programming and production standards for the City's TV station for approval by the City Clerk or designee. Reviews production requests forms from user departments for timeliness and conformance with set standards. Reviews all program scripts for quality, accuracy, and appropriateness prior to filming. Serves as liaison with the FCC and other regulatory agencies. Compiles programming statistics and prepares monthly reports to City Clerk or designee. Responsible for the technical aspects of production, i.e., filming, editing, and equipment. Researches and collects information for use in development of program ideas and scripts; monitors and evaluates the development of program materials. Coordinates and conducts pre-production sessions to plan the effective use of time, budget, and materials to achieve a professional, air ready video product; coordinates all aspects of television production to include pre-planning, scripting, producing, directing, and post-producing. Coordinates shooting schedule and direct participants to gain and assure a cooperative and productive effort. Directs the production of live broadcasts of approved meetings. Schedules re-broadcasts of meetings and other authorized videos. Logs the subject matter of each program and its total elapsed run-time. Programs automated playback system to re-broadcast tapes at selected dates and times. Establishes and maintains the Government Access Channel character generator, ensuring its consistent operation. Employee authorizes, composes, edits or deletes messages consistent with the guidelines set by the City Clerk and City Council. Performs maintenance and repair of all filming, production and recording equipment. Ensures proper record of inventory of all equipment. Acts as chief web site editor to ensure quality on all web pages Administers the information on the City's web site to accurately represent the City to the public Designs and maintains the web pages for the City, using spelling and syntax that reflect well on the City. Assists individual departments with web development to ensure that it is relevant and current Keeps abreast of technological advancements that can improve the efficiency and effectiveness of the City's web site. Administers video and audio files for use on the website. On call 24 hours in case channel 13 goes down or an emergency with the equipment arises. KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of local access broadcasting. Knowledge of studio and field production techniques. Knowledge of all state and federal laws and regulations related to broadcasting. Knowledge of television equipment, television production, and television broadcasting techniques. Knowledge and technical training in developing and maintaining e-commerce web sites. Knowledge of graphic design elements and layout/production techniques. Ability to write, prepare and edit effective communications and promotional materials Computer skills. Ability to maintain effective working relationships with elected officials, other governmental entities, education professionals, City staff, and the general public. Ability to communicate effectively, both orally and in writing. Ability to organize and coordinate a variety of professional, technical and clerical activities. Ability to operate a vehicle safely and have an acceptable driving record. Experience with Content Management System Preferred

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:

Work involves detailed concentration for long periods of time in a modified office environment. Occasional need for light lifting. (up to 25 pounds). The City of Vero Beach promotes a drug-free work environment through the use of mandatory pre- employment drug testing. MINIMUM QUALIFICATIONS:

Associates degree from an accredited college or university with a major in Communications, TV/Radio Production, Web Design or closely related field and three (3) years related experience; or any equivalent combination of training and experience in coordinating television production and programming and web design. A valid Florida driver's license is required.

EDUCATION, EXPERIENCE, LICENSES, CERTIFICATIONS Associates degree from an accredited college or university with a major in Communications, TV/Radio Production, Web Design or closely related field and three (3) years related experience; or any equivalent combination of training and experience in coordinating television production and programming and web design.
