Overview DarkStar Intelligence is seeking a Counterintelligence (CI) PDP Facilitator to develop and deliver advanced CI training programs in Honolulu, Hawaii. This role supports the creation and execution of instruction aligned with DIA, COE, and Joint Staff Joint Training Standards, with a focus on counterintelligence concepts tailored to the unique operational environment within the INDOPACOM Area of Responsibility (AoR). The facilitator will instruct on both tactical and strategic CI functions, integrating best practices in operational planning and execution. This position operates in an on-site, SCIF-based environment. U.S. citizenship is required.
Key Responsibilities
Plan, develop, coordinate, implement, and instruct CI courses across all levels from introductory to expert Deliver instruction on detecting, identifying, assessing, exploiting, countering, and/or neutralizing foreign intelligence threats Address threats from foreign powers, organizations, and individuals targeting DoD and U.S. Government personnel, facilities, information, and operations Instruct on activities that involve identity concealment and assertion of false information in support of lawful CI operations Provide training on CI operational planning and execution, requirements management, and policy/strategy development Bridge tactical Component CI operations with national-level strategic counterintelligence Ensure all instruction aligns with current CI doctrine and mission needs of the INDOPACOM AoR Minimum Qualifications
Active TS/SCI security clearance Bachelor’s degree or equivalent experience Minimum 10 years of DoD or military experience in counterintelligence Trained and certified instructor with CI-related training delivery experience Desired Qualifications
15 or more years of DoD or military experience in counterintelligence, including operational or strategic assignments within the INDOPACOM AoR Certified curriculum developer and DIA instructor Experience managing CI planning, operations, and policy development Familiarity with interagency CI coordination and strategic CI integration Compensation & Benefits Compensation for this position will be determined based on experience, qualifications, contract requirements, and the position’s geographic locality.
