The Senior Business Analyst - User Experience at the Texas Education Agency (TEA) supports multiple initiatives aimed at improving educational outcomes for Texas students, with a focus on the Early Childhood Integrated Data System project. This role combines advanced business analysis with user experience design to ensure positive, productive, and user-centered solutions. The analyst serves as the primary liaison between program stakeholders and development teams, ensuring requirements are well-defined, traceable, and fulfilled throughout the software development life cycle (SDLC).

Responsibilities : • Elicit and document detailed business and system requirements through interviews, workshops, and research • Translate business needs into user stories, use cases, acceptance criteria, and functional specifications • Design mockups, wireframes, and prototypes aligned with UX best practices and agency design standards • Analyze and improve business processes through re-engineering and workflow optimization • Collaborate with product teams, developers, and stakeholders to ensure requirements are met and user experience goals are achieved • Maintain requirements documentation and manage changes throughout the SDLC • Facilitate requirement reviews, design sessions, and testing activities • Ensure solutions meet business objectives, compliance requirements, and quality standards • Support enhancements and post-implementation improvements • Communicate findings, recommendations, and progress clearly to both technical and non-technical audiences

Requirements
Minimum Qualifications : •
8+ years
of experience eliciting requirements and producing clear system requirements •
8+ years
of experience with the software development life cycle (SDLC) •
8+ years
of experience in business process re-engineering and process flow improvement •
8+ years
of experience developing user stories and use cases following best practices •
8+ years
of experience designing mockups/wireframes aligned with UX best practices •
5+ years
of strong communication and facilitation experience •
5+ years
of demonstrated writing and organizational skills

3+ years
of experience with Modern Requirements •
3+ years
of experience with Atlassian Jira •
2+ years
of experience working with TEA or other state/local education agencies •
1+ year
of experience with the Teacher Incentive Allotment (TIA) program • Relevant certifications in business analysis or UX design (e.g., CBAP, UX-PM)

Work Location and Schedule : • Location: William B. Travis State Building, 1701 North Congress Avenue, Austin, TX 78701 • Work Arrangement: Hybrid - On-site with up to 80% telework, as approved by TEA • Schedule: Monday - Friday, 8:00 AM - 5:00 PM Central Time, excluding Texas state holidays • May require occasional work outside normal business hours, including evenings, weekends, or holidays • Services expected from September 1, 2025, through August 31, 2026, with possible extensions
