This position requires data analyst to identifying opportunities for improvement in the use of DHA resources to improve health care delivery and contain costs involving multiple programs across the DHA.
Duties and Responsibilities
• Assists in building and maintaining models using facilities, environmental, clinical, operational, personnel, and cost/expense data in support of DHA FE.
• Provides support to the government on the modification, implementation, integration, and sustainment of data and data processes, including data loading, processing, and standardization techniques using SQL queries and stored procedures.
• Performs analytical studies using accepted data science techniques to provide insight into areas of trending/improvement opportunities based on FE data and leadership direction.
• Prepares briefing charts, fact sheets, and staff reports complete with findings, analyses, recommendations, and other correspondence as needed.
• Supports the business process documentation needs by creating and maintaining thorough documentation of database processes and procedures, including data mapping, data dictionaries and database diagrams.
• Uses established and updated data science and analytical/statistical techniques/methodologies, tools, e.g., software.
• Explores data, identify problems, and develop analytical plans accordingly.
• Writes detailed specifications for analysis plans and data files. Apply descriptive and multivariate statistical methods.
• Analyzes data and interpret results to identify significant differences in relationships.
• Evaluates sources of information to determine any limitation in terms of reliability or usability.
• Evaluates procedures used to obtain data to ensure validity, applicability, efficiency, and accuracy.
• Identifies relationships and trends in data, as well as any factors that could affect results.
• Validates, manipulates, and performs data analysis on large datasets and "big data".
• Interprets and presents results in a way that allows for effective decision making.
• Develops system data models to aid descriptive and predictive analysis of the DHA facilities, and healthcare system. Study processes and operations, skillful data mining, routine analysis, and accurate modeling of information from multiple sources including but not limited to internet operating systems, M2, MDR, MIP, GENESIS, DMHRSi, DMLSS-FM, LogiCole, RPAD, and other data sources. Accurately builds and executes moderately complex queries in response to management questions, identifying and analyzing issues, applying statistical and/or operational analysis techniques, preparing reports of findings, and developing recommendations to resolve substantive problems impacting quality, effectiveness, efficiency, and costs in healthcare delivery.
• Develops, maintains, and utilizes data management techniques such as relational databases to manage the flow of information between organizations and various information systems within the DHA, MHS or other Government agencies, where appropriate.
• Builds predictive models using a variety of statistical, established, and innovative, techniques.
• Assesses and continually monitors the performance of predictive models and the impact on related outcomes.
• Develops automatic generation of standard updates covering modeling and performance metrics.
• Tests and evaluate new software packages.
• Provides consultation to clients or colleagues.
• Advanced skill programming and the application of advanced operations research and data science to apply SQL hosted on enterprise and/or tactical computing infrastructures; advanced skills in using open-source statistical packages (e.g., R, Python), and commercial analytic tools (e.g., Tableau, MS Excel).
• Demonstrated skill to handle-multiple and simultaneous tasks meeting aggressive deadlines.
• Mastery in and skill in applying advanced statistical theories, principles, concepts, methods, techniques, practices, and analysis to advise and propose the appropriate application of statistical techniques.
• Knowledge of the MHS direct care and purchased care health care delivery systems, aggregate health care data analysis, cost benefit analysis, and MHS business case tools preferred.
• Knowledge in analyzing data using probability statistics and trend analysis.
• Knowledge of the concepts, principles, and practices related to data management, data reliability, data validity, and statistical analysis.
• Knowledge in designing databases/spreadsheets to convey management level data in logical concise manner.
• Knowledge of statistical and data warehousing software to support analytic efforts.
• Knowledge of interactive data visualization products such as Tableau and Power BI.
• Demonstrated communication skills to effectively organize and analyze information and produce authoritative reports, position papers, briefings and presentations that are clear, concise, engaging, convincing and effectively advocate/defend a position.

• Skill in using Microsoft office products; expert knowledge in designing databases/spreadsheets to convey management level data in a logical and concise manner; and use of automation and development of data extractions is required.
• Awareness of information systems security principles and concepts to ensure all data analytics efforts are conducted in accordance with information security best practices.
• Knowledge of missions, organizations, programs, and requirements of health care delivery Systems. This includes knowledge of the MHS facilities, resources, programs, serviced population, policies, and regulatory requirements preferred.
• Apply data visualization and integration services and techniques for presenting data and analytical results using various elements (graphs, charts, scorecards, dashboards, and presentations).
• Proven ability to synthesize disparate data from multiple sources and coalesce into an accurate and useful analytic product, incorporating Service and MHS strategic goals for use by leadership in both tactical and strategic decision making.
• Demonstrate ability to provide accurate and timely analytical products containing well-reasoned and cogent discussion points providing leadership with substantiated options or courses of action.
• Demonstrate ability to organize/participate/lead working groups to develop analytic products and by- products or to develop/understand processes leading to effective optimization of analytic efforts.

Requirements
• Bachelor's degree in health services research, Biostatistics, Statistics, Mathematics, Computer Science, Business Administration, Management, Economics or related quantitative field of study. Previous participation in advanced training/program in their area of expertise is required or equivalent combination of education and experience.
• Two (2) years' experience working in healthcare and facility data quality improvement.
• Two (2) years' experience developing and deploying clinical performance metrics preferred.
• Three (3) years' experience with basic SQL for data manipulation and/or SAS statistical analysis software packages.
• One (1) year of software management and data retrieval experience.
• 2 years of statistical language experience such as R, Python, SPSS, or SAS, preferred.
• Knowledge of relational database software; SQL
• Experience in applied statistics using R, Python, SPSS, or SAS or other statistical programs.
• Experience in using medical/clinical/health data, health care data analysis.
