On-Site Manpower/Manning Analyst (MMA)

Target salary range: $84-89K The estimate displayed represents the typical salary range for this position based on experience and other factors. This position is for an on-site direct support Manpower/Manning Analyst (MMA) at the Surface Combat Systems Training Command (SCSTC) Dahlgren, Virginia. Direct support MMAs are responsible for: Conducting analysis of Naval Directives and Instructions governing manpower policies and procedures: Advise on expected effect of revisions Develop plans for implementation Liaise with relevant training and technical specialists of SCSTC, its units, and/or its detachments. Conducting reviews and analysis to develop recommendations of manpower requirements in support of training in the following: Navy Training Systems Plans (NTSPs) Training Project Plans (TPPs) Training System Installation Plans (TSIPs) Front End Analysis (FEAs) Process data to support manpower requirements from: My Navy Assignment (MNA) Total Force Manpower Management System (TFMMS) TFMMS Online Fleet Training Management Planning System (FLTMPS) MMA responsibilities include but are not limited to: Identify manpower and manning impacts in program operations using quantitative and/or qualitative methods. Apply processes that involve planning, fact-finding, analyzing, and evaluating data, reaching conclusions, preparing recommendations, gaining acceptance, and adjudicating changes. Respond to inquiries and tasks verbally and in writing by preparing comprehensive information and providing reports containing recommendations and supporting data that justify manpower and manning impacts. Conduct analysis and studies of operational programs/systems to validate manpower and manning impacts to the overall program. Consistently develop products to align with JANUS's MPT Business Unit's Quality Management standards and development guidelines. Maintain knowledge of JANUS's MPT Business Unit's Document Review processes and platform. Using applicable guidance, assist with the development of Preliminary Ship/Fleet Manpower Documents (PSMD/PFMD) in support of a new ship/unit acquisition and/or follow-on ships/units in the same class which includes those that encounter significant equipment or system changes that affect the MP&T of that ship/unit. Demonstrate an understanding of the requirements supporting the development of: MER FEA NTSP BTP PSMD/PFMD CSPP AMD Ability to apply elements from analysis to support the development and adjudication of a ship level NTSP. Effectively interface with all offices associated with an assigned project. Ability to use NAVSEA data bases/programs. Additional duties as assigned. Required Qualifications and Skills: Active "Secret" security clearance required. 6+ years' experience in manpower/manning review, analysis, and reporting, or prior relatable military or DOD service. Ability to read, interpret, organize, and synthesize source material into well-written, concise technical style reports in approved formats. Knowledge of Navy training programs/support systems. Knowledge of U.S. Naval ship systems including HM&E and major weapons systems. Ability to communicate directly with clients-effectively and tactfully. Ability to work independently. Technical proficiency in Microsoft Office software (Project, Visio, Excel, Word, etc.). Strong written and verbal communication skills. Ability to learn and establish a working knowledge of military terminology.
