The County of Volusia is hiring for an advanced para-professional position providing specialized technical service to the EMS Lieutenant Paramedic/Battalion Chief working in System Status Management. Advanced para-professional work providing specialized technical service to the EMS Lieutenant Paramedic/Battalion Chief working in System Status Management. Follows the System Status Management posting plan for EMS to provide ambulance coverage by deploying Volusia County EMS units within the dynamic system. Managing EMS unit availability, dispatching non-emergency related calls, and/or messaging over a computer aided dispatch (CAD) system and radio communications system for EMS. Illustrative Duties
These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position. Responsible for the daily operation of EMS System Status Management role occasionally limited direct supervision. Answers incoming radio calls and answers requests from field units, conducts appropriate computerized searches or related services on behalf of field units, communicates via mobile data terminal (MDT), and makes entries into EMS computerized records systems as directed. Records information (incoming and outgoing messages) obtained via telephone and/or other sources from the EMS units on the appropriate forms and/or databases. Coordinates daily deployment of ambulances with the assigned program. Monitors and provide feedback to enhance the improvement of the System Status Management program as well as the MARV LIS deployment software used by EMS. Tracks EMS units logged in and available for calls; communicates with units to ensure optimal delivery and availability for the next call, confirms all units are showing in CAD. Follows the System Status Management posting plan for EMS to provide EMS coverage by deploying Volusia County EMS units within the dynamic system. Assigns VCEMS units to posting locations based on unit availability. call demand, human factors, and software recommendations to optimize efficient response to calls for service. When situationally appropriate, geographically align units closer to their home base toward the end-of-shift in an effort to help optimize timely clock out. Monitors unit time on scene and time at hospital to ensure efficiency of service and availability of units. Tracks in CAD, out-of-service (OOS) time for fueling, pickups, critical supply restocking, vehicle issues, human factors, or other status changes. Provide provisional coverage for SSC position when SSC Battalion Chief is away from the console or situationally encumbered. Administer and facilitate inter-facility transfers. as necessary, under the direction and authority of the Lieutenant Paramedic. Assigns EMS units to replace placeholder units as available. Develops, produces, and analyzes reports on data for division director. Monitors program for compliance with management goals and objectives. Analyzes data, systems, and policies to maintain program effectiveness and efficiency. May train personnel, as appropriate. May function as a division specialist in a technical area of expertise. Coordinates operation of program with other divisions, agencies, and services. May be assigned to other county locations based upon operational needs. Attends work on a regular and consistent basis. Must adhere to Federal, State, County and Local ordinances. Responds to emergency situations. Performs other duties as assigned Minimum Requirements
Graduation from high school or possession of GED, and four (4) years of progressively responsible experience in administrative or technical support. Must possess a valid driver's license at time of appointment. Must possess a valid Florida driver's license within 30 days of appointment and maintain thereafter. A comparable amount of education, training and experience may be substituted for the minimum qualifications. Examples of comparable education, training and experience could include: Experience in a 911 system as an Emergency Medical Technician, Paramedic or Telecommunicator; or holds a current certification as a Florida Emergency Medical Technician, Paramedic or 911 telecommunicator. Certifications must possess and maintain: BLS Basic Life Support - American Heart Association (required within 1 year of hire) National Incident Management System (NIMS) courses ISI00, IS200, IS700, and IS800 (required within 6 months of hire) Knowledge, Skills & Abilities
Knowledge, experience, and training on the Volusia County Emergency Medical Services (VCEMS) Posting Plan and System Status Management. Knowledge of procedures, theories, and practices applicable to field of expertise. Knowledge of a wide range of telecommunications equipment that includes telephones, FCIC Terminal and computer aided dispatch (CAD) system. Working knowledge of policies and procedures relating to public safety communications. Ability to exercise judgment and discretion in applying and interpreting policies and procedures. Ability to establish and maintain effective working relationships with other employees, clients, and the general public. Ability to communicate concisely and effectively. Ability to carry out oral and written instructions. Ability to coordinate the work of staff assigned to program. Ability to work under stressful conditions. Ability to interact effectively with others. Must be able to relocate to other county locations based upon operational needs.
