Performs responsible lead work in administrative and technical work associated with a specific, assigned area of discipline, requiring the exercise of judgment, and tact in day-to-day activities and in dealing with the public. Responsibilities include developing, organizing, coordinating, and implementing daily activities within the division, providing technical expertise, as well as installing, maintaining, repairing, and troubleshooting infrastructure. Essential Job Functions: Operates, manages, and maintains network systems of computers, controllers, switches, cameras, and other devices used in traffic control and engineering; provides technical guidance and direction regarding Traffic Management Center (TMC) and Advance Traffic Management System (ATMS) operations and systems. Performs network and server administration for Wide Area Networks, Local Area Networks, virtual networks, firewall and security configurations, software, communications links, and other network-connected devices and systems; programs and installs switches, cameras, video decoders, controllers and other equipment. Assists field staff with all devices in the field for operational activity, troubleshoots errors and problems; recommends solutions; and may be required to perform field work. Operates, manages, and maintains TMC; coordinates all day-to-day operations within the TMC; monitors traffic and traffic conditions; verifies and classifies incidents and determines TMC response; communicates traffic information to the public; and coordinates with local, state and federal agencies and authorities as needed. Operates, manages, and maintains the ATMS; monitors traffic and traffic systems; updates and maintains related logs and databases; and assists staff with field devices and operations. Receives and reviews questions and concerns from the general public, local, state and federal transportation agencies, and other regional authorities; and provides information and answers questions regarding center operations, department policies and procedures, traffic incidents, ATMS and Intelligent Transportation Systems, etc. Recommendations in the selection, placement, promotion, training, development, discipline, safety, and appraisal of assigned employees. Assists in the development and implementation of departmental policies and procedures, budget formulation and administration, program evaluation, and operating policies. Oversees procurements and accounting of departmental materials and supplies. Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication. Min. Education, Licenses and Certifications: Education and Experience: An equivalent combination of relevant training, education and experience: Associates degree, Three (3) years of leadwork experience to include planning and scheduling. Licenses and/or Certificates: Must maintain a valid driver's license. International Municipal Signal Association (IMSA) Level II Traffic Signals Certification. Must maintain within six (6) months of position assignment: Florida Department of Transportation (FDOT) Advanced level of Maintenance of Traffic/Temporary Traffic Control (TTC) certification. Knowledge, Skills and Abilities: Knowledge of departmental policies, plans, and procedures. Knowledge of the methods, practices, techniques, materials, tools, and equipment related to the construction, maintenance, and repair of traffic signals, fiber optic communication systems, video systems, street lighting, school zone warning devices, draw bridges, and boat locks. Knowledge of federal, state and local regulations and occupational hazards and safety precautions related to the installation and placement of traffic signal devices and applicable roadway closures. Considerable knowledge of TCP/IP and network administration/protocols. Skill in the use of scientific equipment, tablets, applicable software applications, including: Cartegraph, Cityworks, Arc Map and assorted GIS programs. Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications. Knowledge of the safe operation of equipment, machinery, hand and power tools. Knowledge of basic mathematics including addition, subtraction, division, and multiplication. Strong analytical and research skills. Skill in working with hubs, switches and routers. Skill in effective communication, both orally and in writing. Skill in prioritizing and organizing work. Ability to trouble shoot fiber optic communications and video system related problems. Ability to read and interpret blueprints of electrical, roadway, and sketches of electronic-based traffic signal control equipment. Ability to exercise judgment and discretion in applying and interpreting department rules, regulations, policies, and procedures. Ability to make decisions recognizing established precedents and practices and to use resourcefulness and tact in meeting new problems. Ability to plan, organize, direct, and appraise the work of assigned personnel. Ability to ascertain priorities and meet deadlines and objectives. Ability to establish an operational budget. Ability to plan, assign, and direct the activities of staff. Ability to develop effective proposals. Ability to maintain accurate records and reports. Ability to operate a motor vehicle. Ability to provide internal/external guidance and customer assistance via all forms of communication. Ability to use computers for data entry, word processing, and/or accounting purposes. Ability to author reports, business correspondence, and procedure manuals. Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public. Supplemental Information: Physical Demands: Stooping, sitting, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, finger movement, repetitive motions, depth perception. Frequent lifting of 10 to 25 pounds; occasional lifting of up to 50 pounds. Work Environment: Work is primarily performed indoors but requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, covered loading docks, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust. Risk/Safety Conditions: The position requires some exposure to risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, assault and battery, heavy equipment, communicable disease, etc.) Emergency Response/Recovery Activities: All County employees are required to work before, during, or after an emergency as needed. This may include temporarily being assigned to work and performing duties outside of the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
