In a supervisory capacity under the direction of the Pavement and Geotechnical Research Administrator, this position independently plans, develops, coordinates and directs a diverse, extensive and critical important in-house and contract research program in response to DOTO overall objectives and in response to problems of extraordinary difficulty by providing expert professional engineering direction to the Geotechnical Research Unit of the Louisiana Transportation Research Center's Research and Development Section. This program encompasses a full spectrum of transportation technology and operations incorporating widely diverse infrastructure areas ranging from bridge and structural foundation design, embankment and earthworks, pavement subgrade, geosynthetic applications, mechanical and chemical stabilization and geomaterials testing and analysis. The incumbent makes independent decisions and recommendations that impact extensive department engineering activities. Minimum Qualifications

Possession of a current Louisiana license to practice professional engineering plus one of the following: Two years of licensed engineering experience; or Six years of professional engineering experience. EXPERIENCE SUBSTITUTIONS: A master's degree in engineering will substitute for one year of professional engineering experience. A doctorate degree in engineering will substitute for two years of professional engineering experience. Advanced degrees will substitute for a maximum of two years of professional engineering experience. There is no substitution for licensed engineering experience. Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience. Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Job Duties: Supervises, coordinates, and reviews the work of the moderate staff of engineers, other professionals and technicians; estimates personnel need, schedules, provides training to staff and assigns work to meet completion dates to the Geotechnical Research Unit of LTRC. The incumbent is responsible for coordinating and directing all activities of the research unit including staffing needs, schedules work assignments and resource needs. Provides technical guidance; develops policies and procedures; participates in strategic planning sessions; develops work program and budget. Directs the unit's federal, state and external funded research program in the area of expertise. Develops and supervises the in-house research work program of the Geotechnical Research Unit. Identifies problems, develops research program, writes proposals, conducts research and disseminates research findings through publications, technical summaries and the presentation of research papers, help develop and conduct department-wide implementation programs based on research findings to include sampling and testing procedures, specifications, and to improve department operation, methods and procedures through workshops, seminars and other training sessions. Develops. manages and conducts the contract research work program of the Geotechnical Research Unit of the LTRC. Provides authoritative review of all contract research in geotechnical program to include development of requests for proposals. proposal review, contract compliance, and dissemination of results; chairs research project review committees; develops implementation programs. Provides technical engineering assistance to officials within and outside the department using information comprised of state-of-the-art technology. Personal expertise capable of drawing on the resources of LTRC and other current research findings provides solutions to transportation related problems. Develops specifications, special provisions, engineering and policy memoranda, workshops and demonstration projects. Participates in strategic planning sessions. Makes decisions independently on engineering projects concerned with unique or controversial problems that have an important effect on major DOTD programs. Participates in coordinates research studies and activities at the national level cooperating with university researchers, state and federal agencies and industry. Presentation of papers and active committee membership at national meetings such as NAS Transportation Research Board, American Association of State Highway Transportation Officials (AASHTO), national Cooperative Highway Research Program (NCHRP) and Federal Highway Administration (FHWA) demonstration projects or pool fund studies are required.
