Human Resources Specialist 1/Trainee 1/2

Under the direction of a Human Resources Specialist 2, the Human Resources Specialist 1 will provide a full range of human resources services related to Staffing, Recruitment and Performance Management. Duties include conferring with various parties to ensure timely processing of personnel transactions; providing cross training and support within the units as the workload changes; involvement in orientation of newly hired employees; participation/completion of trainings, as required; posting and filling of assigned titles/positions; monitoring and processing probations and traineeships; conducting job audits; participation in onboarding of new employees; follow-up with potential candidates, verifying eligibility requirements are met; administration of CS tests and submission of documentation, as needed; responding to e-mail and phone inquiries; providing assistance reviewing E-file records, as needed; participation on assigned committees; tracking and managing yearly evaluations; assisting supervisors with questions, concerns and providing guidance on probation and yearly evaluations; travel to and participate in job fairs, career days and other recruitment events; ordering supplies for recruitment events; and other duties as assigned. Minimum qualifications include candidates being reachable for appointment on the Current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level. Non-competitive minimum qualifications (no exam required) include a bachelors or higher degree for Human Resources Specialist Trainee 1, NS (equivalent to SG-14); a bachelors or higher degree and either one year of professional human resources experience or a Juris Doctor, masters or higher degree in a field related to the position for Human Resources Specialist Trainee 2, NS (equivalent to SG-16); and a bachelors or higher degree and either two years of professional human resources experience or a Juris Doctor, masters or higher degree in a field related to the position and one year of professional human resources experience for Human Resources Specialist 1, SG-18. Additional comments include this title being part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). Employees hired under NY HELPS may have their permanent non-competitive employment status converted to permanent competitive status within one year. Preference will be given to OPWDD employees impacted by closures. Continued employment will depend on maintaining eligibility for full and unconditional participation in the Medicare and Medicaid programs. Employees may be eligible for loan forgiveness under the Public Service Loan Forgiveness Program (PSLF).
