Project Manager
The Houston-Galveston Area Council is one of the largest regional planning commissions in the country with a diverse service area of 13 counties and more than seven million people. The Project Manager is responsible for the strategic oversight, coordination, and implementation of workgroups, employer engagement initiatives, special programs, and grant-funded initiatives led by the Gulf Coast Workforce Board. This role involves managing Texas Workforce Commission (TWC) grants, ensuring compliance with all reporting and documentation requirements, and facilitating collaboration with key internal and external stakeholders, including chambers of commerce, economic development committees, elected officials, and other partners. This position requires exceptional organizational, communication, public speaking, and leadership skills, with the ability to navigate interdepartmental projects and government and community-based environments. Key Qualifications
Stakeholder Engagement & Communication Maintain consistent, professional communication with the Texas Workforce Commission, Department of Labor, local official representatives, internal departments, contractors, and community partners. Coordinate and facilitate meetings, presentations, and progress reports for stakeholders including state officials, funders, local employers, and nonprofit partners. Build and maintain productive relationships with local chambers of commerce, economic development organizations, embassies, and elected officials. Texas Workforce Commission (TWC) Grant Management & Compliance Oversee the implementation of special initiatives funded by the Texas Workforce Commission, including but not limited to: Skills Development Fund High Demand Job Training Self Sufficiency Incumbent Worker Texas Industry Partnership Ensure compliance with all TWC grant requirements, including deadlines, budget constraints, program objectives, and allowable expenditures. Prepare, enter, and verify required reports and data in accordance with TWC and internal standards. Serve as primary liaison to TWC staff on assigned grants or special projects, responding promptly to inquiries and updates. Project Leadership & Coordination Lead cross-functional project teams for special initiatives, ensuring alignment with strategic workforce goals. Organize, facilitate, and document Advisory Committee meetings and other stakeholder working groups. Develop project plans, timelines, and progress metrics, monitor and report on project milestones and deliverables. Identify and manage project risks, changes in scope, and potential barriers to success. Public Outreach & Representation Represent the Workforce Board at community events, public forums, and stakeholder meetings. Prepare and deliver presentations to diverse audiences including board members, public officials, and business leaders. Support the creation of outreach materials, reports, and public documents related to special initiatives. Do you have Bachelor's degree in an applicable academic discipline or related field of study Five years of experience working with local government, nonprofit programs, school or in job related duties Preferred Qualifications
Minimum 35 years of project or program management experience, ideally in workforce development, government, or nonprofit sectors. Proven experience in stakeholder engagement and public speaking. Strong familiarity with Texas Workforce Commission grants and programs strongly preferred. Demonstrated ability to manage data entry and reporting for government or grant-funded programs. Proven track record with work breakdown structures, risk management, developing scopes of work, KPI's, status reports, and Gantt Charts, Preferred. Understanding of workforce development principles and economic development strategies. Ability to manage multiple complex projects with competing priorities. Strong interpersonal skills and cultural competence when working with diverse communities. Comfortable working in fast-paced, collaborative, and evolving environments. Scrum or Agile experience preferred but not required.
