Under general direction from the Workforce Manager, works with customers seeking Workforce Innovation and Opportunity Act (WIOA) training contracts to enhance their ability to obtain employment in an in-demand occupation that leads to self-sufficiency. This position identifies the employment and training needs of customers through assessment tools, maintains documentation of requests for WIOA training services and Individual Training Accounts (ITAs), and monitors the progress toward completion of customers awarded ITAs. This position may provide basic assistance in the areas of research and analysis; program procedures and policy development and advocacy related to workforce development initiatives of the Department.

Responsibilities

ESSENTIAL JOB FUNCTIONS: Conduct a prescreening to determine the needs of potential customers for job training services through review of various assessment tools, barriers to employment, and program eligibility for training services. Assist customers in interpreting assessment tools [e.g. aptitude testing, career profiles, and career readiness]. Explain the WIOA Intake process and provide guidance on the completion of required intake activities. Respond to questions regarding the program when necessary. Conduct intake interviews to gain any necessary or missing information and determines potential for enrolled training services. Collect documentation required for eligibility and suitability determinations. Ensure the Intake packet information is up-to-date and reflects any changes in program requirements or offerings. Process intake forms efficiently and effectively. Perform necessary verifications of intake materials and obtain necessary signatures on all documents. Enter intake data into the required database systems at the State and local Levels. Collaborate with other staff, agencies and partners to develop Individual Employment/Opportunity Plans (IEP/IOP) which assist customers with training and career planning to secure employment. May represent Lucas County Department of Planning & Development in activities such as orientations, workshops, job fairs, "Rapid Response" reemployment sessions, and career, employment and community outreach events, May participate in work groups or task forces related to workforce development, as assigned. Inform and guide the customer, as needed, regarding availability of services and resources which include the state-based job search web sites and local area job fairs. Determine eligibility for WIOA supportive services, Assists the customer with completing and processing support service reimbursement requests. Work with a variety of community partners to coordinate and refer customers for additional needed services such as intensive career services, Lucas County Jobs and Family Services (ex: Prevention, Retention and Contingency (PRC) and day care), Re-entry Services. Completes appropriate referral paperwork and release of information, if necessary. Completes new, modified, renewal, or canceled ITAs for enrolled customers. Maintain detailed and accurate notes and timely data entry and complete appropriate forms, reports and computer input associated with client progress. Determine and document the appropriate time to exit clients from WIOA services. Conducts quarterly contacts for required post-exit follow-up. Reviews incoming customer invoices assigned for accuracy and compliance with ITA requirements and training milestones KNOWLEDGE, SKILLS AND ABILITIES ("Knowledge" can be developed after employment)

Knowledge of Department of Labor rules, policies and procedures as they apply to workforce development programs Knowledge of the Workforce Investment Opportunity Act rules, regulations and eligibility standards Knowledge of Lucas County Workforce Development program guidelines, policies, and procedures Knowledge of WIOA training forms and processes Knowledge of and skills in using personal computers and common software applications (word processing, data entry, spreadsheets, etc.) Knowledge and understanding of security needs and protocols related to personally identifiable information of clients Ability to gather, collate and classify information in accordance with applicable rules, policies and procedures Ability to communicate effectively, (both written and verbal) when listening and answering inquiries from the public. Demonstrated customer service skills and the ability to work with diverse populations Ability to develop effective working relationships with co-workers, supervisor, public officials, customers, and other partner and community professionals Ability to foster a team approach in the day-to-day operations Ability be flexible and adjust to changing work priorities Highly organized and capable of managing a logical and effective calendar system UNUSUAL WORKING CONDITIONS:

May require hours beyond normal 40-hour work week, including possible weekends. May require use of personal vehicle (mileage reimbursement). Qualifications

MINIMUM REQUIREMENTS:

Bachelor's degree in business administration (any discipline/field), or in Economics, Social Work, Sociology, Psychology, Political Science or a related field, and at least one (1) year of related work experience OR associate's degree in any of the above fields and two (2) years of related work experience; OR five (5) years of related work experience if no degree. Must possess a valid driver's license with driving privileges in the State of Ohio or have reliable means of transportation if accommodated under the ADA.
