Temporary Financial Analyst

Creates and maintains financial records for all Building Fund activities and establishes internal control processes for transparent reporting functions. Assists the project and construction management function, to include internal controls processes over project management, and to perform various reporting functions to support the Building Fund activities. Performs other duties as assigned

Attains proficient or higher evaluations on established Performance Standards

Analyzes and recommends procedures and systems to improve, simplify and provide services to project managers, schools and departments

Assists Chief Financial Officer with financial analysis of Building Fund program

Assists Executive Director for Building Funds with issues related to vendors, suppliers, contractors, sub-contractors and district personnel

Assists Executive Director for Building Fund with project management activities

Assists in planning and coordinating procurement activities and strategies related to the Building Fund needs, including initiation of electronic purchase requisitions

Assists in planning and updating solicitation/bid schedules in conjunction with Director for Contracting and Purchasing and Building Fund project managers

Assists with fiscal over-site for voter approved capital improvement programs

Assures compliance with all requirements and policies of the Board of Education, District Finance Department and the State of Colorado

Attends project and construction meetings with project managers, vendors and contractors and provides meeting support as necessary, to include keeping minutes and checklists of required action items

Develops, implements, and manages budgets for all Building Fund projects

Maintains district budgetary accounting system for project management activities and programs

Maintains efficient and effective processes and systems to enhance procurement, contracting and related business activities within the Building Fund Department

Maintains files to reflect accurate and auditable records

Monitors expenditures for all Building Fund related projects

Prepares budget, expenditure, forecast and project status reports for the Board of Education, citizens over-site committee, and local, state, and other agencies

Prepares statistical and analytical data as required to assist with timely processing of system accounting data

Prepares variance reports, assists project managers in identifying the cause of significant variances and prepares budget or expenditure transfer requests

Provides spreadsheet, database and word processing support to the Building Fund team

Reconciles Projects and General Ledger accounting systems and submits journal entries to accounting department

Serves as Liaison for Federal and State audits

Works closely with Executive Director for Building Fund to ensure budgets, timelines and project goals are successfully accomplished

Knowledge, Skills, and Abilities Ability to communicate effectively

Ability to establish and maintain an effective working relationship with supervisors, co-workers, administrators, departments, and the general public

Ability to keep abreast of developments in the field

Ability to perform sound budgetary analysis and take or recommend appropriate actions regarding budgetary matters

Ability to use accounting and budgeting software, and standard database, spreadsheet and word processing software effectively

Ability to work cooperatively with others

Considerable knowledge of computer equipment and related software used within the finance office, Microsoft Office Suite, to include MS Access

Fundamental understanding of auditing concepts

Fundamental understanding of bookkeeping and accounting concepts

Required Qualifications Bachelor's (Baccalaureate) degree (e.g., B.A., A.B., B.S.)

3-5 Years Experience in Preparation of Financial Statements, Ledger Reconciliation

Preferred Qualifications Experience in construction accounting and project management

Experience in a similarly sized organization

Experience in public schools accounting and budgeting principles and practices

Experience in governmental accounting or auditing practices
