Job Summary
Manages and coordinates the Louisiana Department of Health (LDH) Emergency Operations Center (EOC) efforts for the Bureau of Community Preparedness (BCP). Works with members of the Emergency Response team, as well as other organizational units and leadership to coordinate LDH's response to both man-made and natural disasters. Oversees daily activities of all emergency response operations, activities, and issues to ensure optimum efficiency and compliance in accordance with all applicable regulations and LDH policies, practices, and procedures regarding an emergency response. Responsible for supply chain management, resource/asset mobilization, expenditure tracking, documenting, monitoring and reporting. Coordinates external disaster and crisis response. Coordinates decision-making and information flows in relation to LDH EOC supports statewide disaster response through the mobilization of resources. Monitors early warnings and emergencies and maintains the LDH EOC in a state of readiness. Prepares internal disaster response updates, situation reports, and other communication to inform the executive and other departments about current events and responses. Identifies risks and appropriate mitigation strategies. Responsible for planning, directing, and coordinating the response to emergencies and disasters, such as natural disasters or terrorist attacks. Acts as the point of contact for rapid task order response, and associated staff activations in the event of an emergency response. Manages and coordinates resources required for emergency response. Evaluates the outcome of emergency response and reviews existing emergency plans for weaknesses. Creates after-action reports detailing the response to emergency events and suggest changes necessary to improve future response. Maintains accurate records and prepare timely reports on emergency response activities. Works as part of the Emergency Operations Center team during emergency drills/exercises and during emergency disaster/events. Other tasks as assigned. Job Description
Qualifications Required: Bachelor's degree, or Associate's degree plus 3 years of professional experience, or 6 years of professional work experience. Minimum 4 years professional experience with emergency management, disaster planning, or public safety. Minimum 2 years professional experience utilizing the Incident Command System. Excellent analytical and critical thinking skills; effective organizational and time management skills. Great attention to detail and follow up. Ability to manage projects, assignments, and competing priorities. Proficient in the use of Zoom, Teams, and Microsoft Office, including but not limited to Outlook, Word, and Excel. Desired: Advanced degree. Minimum 5 years professional experience with emergency management, disaster planning, or public safety. Minimum 3 years professional experience utilizing the Incident Command System. Minimum 1 year professional experience with project coordination/management.
