Today, Newport, RI (On-Site/Office) Duties: You will be responsible for day-to-day technical execution and leadership of the USRD project team. You will provide program direction, oversight, risk management and leadership to a multi-disciplined team of engineers, scientists, technicians and software developers. You will have direct interaction with the Submarine, Surface Ship and Surveillance activities having Fleet sponsors and their stakeholders external and internal to NUWCDIVNPT. You will be responsible for the overall management of all technical and programmatic matters within the USRD. You will help establish feasible planning and execution products including schedules, contracts, and cost estimates. You will maintain expert knowledge of the operation of a Service Cost Center (SCC). You will serve as a recognized authority and expert consultant on all USRD technical matters, DoD acquisition, test and evaluation, risk management program management and Service Cost Center operations. Requirements: Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. This is a bargaining unit position. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications: For the ND-05: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist providing program direction, oversight, risk management and leadership to a multi-disciplined team in the areas of acoustic testing/calibration. For the ND-04: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist providing technical and administrative support for acoustic testing/calibration operations. (budgeting, financial management risk management and quality control). Education: Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For the ND-0830/0850/0854, Professional Engineering Series. Successfully completed a bachelor's degree (or higher) in engineering. For the ND-1520, Professional Mathematics Series. BS Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics, OR Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. For the ND-1550, Professional Computer Science Series. Bachelor's degree in computer science. OR Bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of my 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
