Celestar Corporation is seeking a Senior HUMINT Collection Manager to support The U.S. Army Intelligence and Security Command (INSCOM) under the G3X/G2X Global Counterintelligence & Human Intelligence Analysis and Support Contract. The HUMINT Collection Manager shall conduct Collection Operations Management (COM) and intelligence analysis to support operational HUMINT oversight and risk mitigation. This intelligence analysis should provide the detailed analysis necessary to support current and future, full-spectrum HUMINT operations and will ensure proper representation of operational gain or potential operational gain to decision makers. Provide assessment of collection posture and gaps. Prepare intelligence reports and recommend courses of action to the Government on measures. Products include trend analyses and information papers using a multidiscipline approach. Advanced Microsoft 365 proficiency. Must have knowledge and experience with Intelligence Community Directives (ICD) related to their duties. Must be able to perform other duties, responsibilities, and activities as needed. Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis. Required Qualifications/Skills
At minimum a Master's degree. Certifications: DoD or IC Collection Management certification. Military or Government Education: US Government all-source MOS or job producing analytical certification course or program. HT-JCOE
Joint CI-HUMINT Analysis and Targeting Course; or DIA Targeting Officer Course (Fundamentals of HUMINT Targeting Course (FHTC) or equivalent) or Intelligence Community (IC) equivalent. 10 full-time years of experience in a strategic CI-HUMINT Collection Management role. 5 full-time years evaluating IIR's and providing critical thinking feedback to shape operations. 7 full-time years as an intelligence analyst in a Military Intelligence or IC role supporting CI, HUMINT, SR, or other sensitive/specialized intelligence activities. Knowledge of the Intelligence Cycle, CI-HUMINT operations, and CI-HUMINT Collection Management. Come on board with a company that values its employees!
