The Army Division (N210) is seeking a talented and experienced leader to serve as the Guam Defense Systems Project Leader for the Concept to Capabilities Department (N213). As work lead, the candidate will be responsible for execution of this work program on behalf of the Army Rapid Capabilities and Critical Technologies Office (RCCTO). The Army Concepts to Capabilities Department (N213) provides innovative methods addressing our sponsors most challenging problems by applying state-of-the-art engineering and scientific disciplines coupled with exquisite operational understanding to achieve multidomain capable forces. The Concepts to Capabilities department manages and oversees the activities of a wide range of sponsor projects that span the capability development pipeline from concept development to putting technologies and capability into the hands of our soldiers, inclusive of sustainment and the organic industrial base. Our work programs provide impact to Army operations across the combined arms employment of US and Joint capabilities to maintain land dominance during competition, crisis, and conflict. The N213 department manager role is critical to the success of the Army division, building competency across a diverse group of mission engineers, defense acquisition experts, operations research / system analysts, cybersecurity professionals, and communication systems engineers- all with a united passion and sense of mission to solve problems for our warfighters and a safer world. Our department leadership advises senior leaders and decision-makers across the national security enterprise on evidence-based analysis to broaden visibility and provoke thought leadership and action. The Department is based at the MITRE McLean campus and has technical staff located in McLean, Bedford, Huntsville, Colorado Springs, Hawaii, Wiesbaden Germany, Vicenza Italy and multiple MITRE sites. The Department work programs focus on providing high quality technical and engineering support while maintaining and growing trusted advisor relationships with senior sponsors within the Army and Department of Defense work programs. The selected candidate will be responsible for setting the technical direction of the projects work program, strategically shaping and executing the tasks with the sponsor, growing a diverse team of world-class technical and engineering talent, fostering a culture of connection and belonging among department and division staff, and building collaborative relationships across the sponsor community, MITRE, industry, and academia. Roles & Responsibilities:

Leverage a technical understanding of Army Integrated Air and Missile Defense (IAMD) systems to ensure interoperability and complimentary integration efforts are achieved to improve the Defense of Guam. Assist the Defense of Guam Joint Program Office to perform analysis and articulate requirements associated with Integrated Battle Management, Airspace Coordination, and Electromagnetic Interference (EMI). Perform analysis to support deployment and concurrent operation of multiple missile and air defense systems deployed on Guam. Provide analysis to understand challenges with a dense electromagnetic (EM) environment due to existing military and civilian transceivers, including a major civil airport. Articulate Electromagnetic Environmental Effects (E3) and Spectrum considerations to mitigate risks for a safe and effective operation of systems in a complex environment. Assist with larger cross sponsor working group leadership and execution: Develop, make recommendations, and implement systems engineering changes Deliver strategy and recommendations to deliver optimal Technical Performance through the application of system engineering principles and best practices Recognize technical challenges and lead engineering activities to deliver appropriate solutions Identify and articulate program risks and associated opportunities Support battle management trade studies and identify key decisions and data requirements to ensure functionality and optimal integration and interoperability across echelons and between systems. Utilize multi-discipline knowledge and IAMD background to evaluate and apply solutions to joint battle problems Guide and be accountable for all aspects of project performance, including staff selection, technical quality, and budgetary development/execution and are supported by their management. Establish goals and communicating clear expectations and guidance that contribute to highest priority sponsor outcomes In coordination with the sponsor, defining a set of tasks, mission outcomes, and supporting products. Managing a budget and staffing plan to execute the tasks. Establishing strong relationships within the sponsor organization. Developing new business opportunities within the sponsor base. Defining opportunities to collaborate with organizations outside of the sponsor to create a greater mission outcome. Basic Qualifications:

Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years and a Master's degree; or a PhD with 3 years' experience; or equivalent combination of related education and work experience. Bachelor of Science degree in Systems Engineering, Computer Science/Information Technology, Mathematics, or related field Active Top Secret Clearance with the ability to maintain a DoD Top Secret clearance with access to Secure Compartmented Information (TS/SCI). Technical background in disciplines of relevance in one or more of the following: missile systems, radar systems, communications, command and control, fire control, and/or networking. Preferred Qualifications:

An advanced degree in Engineering, Computer Science/Information Technology, Mathematics, natural/applied sciences, cyber security, or data sciences. Current/Active TS/SCI Clearance. Previous Project Leader and/or task lead experience. Demonstrated experience leading analytical/assessment efforts and yielding impactful results at high levels of government and/or industry. Strong grasp of the relevant capabilities, processes, missions, and challenges of one or more of the following domain areas: Integrated Air and Missile Defense (IAMD) and/or Golden Dome CJADC2, Joint Command and Control, and/or the Joint Fires Architecture (JFA) Tactical Non-Kinetic Effects Contested Logistics Non-Traditional Data Integrated Deterrence Counter C5ISR-T Joint Electromagnetic Spectrum Operations (JEMSO) Nuclear command, control, and communications (NC3) Cyber resiliency of weapon systems and/or critical infrastructure This requisition requires the candidate to have a minimum of the following clearance(s): Top Secret.
