Program & Project Management Subject Matter Expert (Sme)
Noblis ESI is seeking a Program & Project Management Subject Matter Expert (SME) to join our team on a mission-focused program located in the McLean, VA and Bethesda, MD areas. Job Responsibilities include: Program Development: Provide subject matter expertise to support the design, development, and implementation of projects, activities, and milestones for screening and vetting capabilities, and for integrating and sharing critical identity information. Mission Engagement: Employ mission expertise to develop mission user campaigns, and engage with Intelligence Community (IC), Department of Defense (DoD), and Federal Law Enforcement (LE) mission users to gain their participation and deliver value for their mission-specific needs. Technical Acumen: Provide subject matter expertise to support the design, development, and implementation of screening and vetting capabilities, and for integrating and sharing critical identity information. Programming and Policy Adherence: Understand IC, DoD, and LE programming and policy requirements and work with appropriate officials to develop resource plans to implement necessary programs and policy in accordance with stated timelines and protocols. Problem-Solving: Identify technical and programmatic issues and accomplish alternatives analysis to mitigate risks and ensure project success. Required Qualifications Must possess an active TS/SCI with Polygraph (US Citizen). Education: A minimum of a bachelor's degree in political science, business administration, acquisition, systems engineering or a related field. 10 years of direct experience may be used as a substitute for the educational requirement. Experience: 8 or more years' experience in developing plans and programs to enable the sharing of information. Technical Skills: Knowledge of IC, DoD, and/or LE identity information sharing capabilities or solutions. Leadership Skills: Strong team player skills, with the ability to mentor and guide junior program and project staff. Problem-Solving: Excellent problem-solving skills and the ability to troubleshoot complex issues, develop alternatives analysis, and recommend solutions. Desired Qualifications Substantial experience with IC, DoD, or Federal LE entities, including knowledge of their cultures, data, policies, or procedures. Substantial experience working with IC, DoD, or Federal LE entities to develop mission user campaigns and implement efforts to deliver mission value to their respective needs. Strong programmatic experience including the planning of projects or programs, and associated objectives, activities, and milestones. Some experience with the Planning, Programming, Budgeting, and Execution lifecycle and the building of metrics and associated narratives to address senior-level requests, and other reporting requirements, such as congressionally directed actions. Some experience identifying risks and developing and implementing courses of action to mitigate risks such as developing alternatives analysis related to capabilities, systems, or architectures. Experience developing and documenting processes, procedures, and best practices into documents such as Concepts of Operation (CONOPS), Standard Operating Procedures (SOPs), Operational Instructions, Training Plans, and other plans or documents, as appropriate. Experience crafting, communicating (written or verbal), and delivering presentations, assessments, reports, or products to varied audiences including senior officials and technical personnel. Proven ability to juggle multiple tasks in a deadline-driven environment, and to deliver against deadlines with speed and accuracy. Great communication skills, both written and verbal, to effectively collaborate with team members and stakeholders.
