Human Resources / Credentials Analyst

There is one position available for the Human Resources / Credentials Analyst, eight (8) hours per day, five (5) days a week, twelve (12) months a year. An eligibility list is being established to fill this position and to hire substitutes and to fill future vacancies. Applicants will be sent notifications via e-mail only. Under general direction of the Director of Human Resources, plans, organizes, assigns, trains, and provides work direction to lower-level human resources staff engaged in a variety of personnel activities including processing all new certificated employees, assisting with questions regarding leaves, credentialing compliance, procedures, costs, and renewals; serves as a resource to managers, employees, union representatives, and the public explaining credentialing, procedures, contract provisions, etc.; serves as the lead worker in the human resources department by training staff and maintaining knowledge of credentialing and permit regulations by reading materials, attending training classes, and discussing data with those at the County and other district offices. The class of Human Resources/Credentials Analyst is distinguished from the class of Credentials Technician in that the former independently performs complex administrative credentialing functions, trains and provides work direction to lower-level human resources staff and serves as lead worker in human resources and liaison to outside agencies enhancing internal and external staff relations; performs complex, specialized, and compliance related technical work which requires specialized subject matter expertise specific to the analysis of staffing, scheduling and credential compliance; whereas the latter performs less specialized duties relating to the processing of certificated employees and coordinates the credential application and renewal process, recruitment, selection, and staffing. Graduation from high school or equivalency is required. College coursework in human resources management or a related field is desirable. Four years of increasingly responsible and technical full-time personnel experience, including two years of experience in performing certificated employee credentialing functions. Transcripts or diplomas from foreign countries must be certified to meet the US equivalent. A valid, Class C, California Driver License, a good driving record and use of a private automobile may be required and if so, must be maintained during employment. Employees in this classification work primarily inside an office environment, with frequent interruptions, with changing priorities and short deadlines, may be required to drive an automobile to conduct work, and have direct contact with District staff, students, and the public. Employees in this classification stand, walk, sit, reach overhead, lift and carry up to 20 lbs., push, pull, stoop and kneel, balance, bend repeatedly, use fingers repetitively, use both hands simultaneously, manual dexterity to operate a computer keyboard; sitting and operating a keyboard to enter data into a computer terminal for extended periods of time; speak clearly, hear normal conversation, and see near and far, use depth perception, see small details, use a computer, radio, and telephone. If you received your education outside of the United States, you MUST have your degree/transcripts evaluated by an approved agency transcript evaluation service that certifies that your degree meets the United States equivalent for it to be considered. New employees are normally placed at Step A of the appropriate salary range for this classification. If the hiring authority requests advanced salary step placement to the Personnel Director, the new employee's eligibility will be determined in accordance with Personnel Commission Rule and Regulation 17.2.1. The Personnel Commission shall have final approval on any advanced salary step placement requests. Candidates who pass all hurdles of the testing process will be placed on an eligibility list in rank order based on final scores including any veteran's / seniority credit. All new employees are subject to passing a physical examination, tuberculosis test, background review and must provide satisfactory evidence of authorization to work in the United States. Employment start date is contingent upon fingerprinting and criminal background clearance. In accordance with Education Code 45301, an employee appointed to this class must serve a probationary period of six (6) months or 130 working days of paid service, whichever is longer. No employee shall attain permanent status in the classified service until s/he has completed a probationary period. New employees will be charged a processing fee (approximately $64) for the cost of fingerprinting. This fee must be paid at the time of processing appointment, with a MONEY ORDER ONLY, payable to RUSD. For entry level classes, veterans with thirty (30) days or more of active service (during a time of war or national emergency) who obtain a passing score shall be allowed an additional credit of five (5) points and disabled veterans receive ten (10) additional points. Veterans credit can only be applied once, upon initial hire. Vacation, Holidays, and Sick Leave

Employees with one (1) to three (3) years of service earn vacation at the rate of one (1) day for each month in paid status for a maximum of 12 vacation days per year. The number of vacation days earned progressively increases as provided in the RUSD-CSEA Agreement, Appendix A. Part-time employees earn vacation benefits prorated on the average number of hours worked per day per month in their regular assignments. For twelve month employees, fifteen(15) paid holidays are earned each year and one (1) floating holiday per calendar year. One (1) day of sick leave is earned for each full month of service which may be accumulated from year to year. Employees who transfer from another California school district, including a county superintendent of schools office, who have accrued sick leave may transfer it to this District. Health Insurance and Educational Stipend

Employees whose regular work assignment is thirty (30) hours or more per week are eligible to participate in the District's insurance program which consists of medical, dental, vision, life insurance and income protection. The District provides eligible employees major medical, dental, vision, and life insurance. Beginning the 2022-23 school year, all permanent employees who have an earned Bachelor's or Master's degree beyond the requirements for their position are eligible for a stipend. Once a transcript is submitted and verified by the Human Resources division, unit members will be eligible for one stipend based on the highest degree earned. Stipend amounts will be divided into 10 monthly payments, September - June. The stipend amount will be prorated for any midyear degrees conferred in the month the transcript was submitted to and verified by the Human resources Department. Bachelor's degree are eligible for an annual $500 stipend. Bachelor's and Master's degree are eligible for an annual $1000 stipend. Retirement

Employees who work 20 hours or more per week will be enrolled in the California Public Employees' Retirement System (CalPERS). PEPRA Member - Enrolled in CalPERS after December 31, 2012.
