Training Specialist
Nakupuna Federal is seeking a Training Specialist to support and optimize information technology procurement within the Department of Defense (DoD) Enterprise Software Initiative (ESI) Custom Training Development and Delivery Support Services. ESI is a strategic sourcing program focused on streamlining software and IT acquisitions across the DoD to reduce costs, ensure compliance, and promote efficient procurement practices. The Training Specialist will be responsible for designing and delivering targeted training that helps DoD personnel navigate complex procurement processes, align with acquisition policies, and effectively manage software licensing. Responsibilities include managing IT procurement activities to ensure efficient, cost-effective acquisition of technology products and services, evaluating supplier contracts and performance, serving as a mediator between vendors and IT staff, developing, implementing, and maintaining procurement policies, designing, developing, and delivering training programs related to procurement tools, systems, and best practices, conducting needs assessments to identify training gaps and tailor materials for diverse internal audiences, monitoring and evaluating training effectiveness, supporting the creation and execution of cross-training initiatives, mentoring and supporting junior team members, and assisting leadership with strategic planning, procurement process improvements, and business development activities. Qualifications include proven experience in IT procurement or supply chain management, strong vendor evaluation and contract management skills, demonstrated ability to design and implement training programs, strong understanding of procurement regulations, compliance requirements, and acquisition lifecycle processes, excellent written and verbal communication skills, high level of organization, attention to detail, ability to manage multiple tasks and deadlines, strong interpersonal skills, ability to use sound judgment and creativity in problem-solving and decision-making, bachelor's degree in Business Administration, Supply Chain Management, Information Technology, Education, or a related field, minimum of 7 years of relevant experience in IT procurement, acquisition support, or a related functional area, experience developing or delivering internal training materials, documentation, or standard operating procedures, certifications such as Certified Professional in Supply Management (CPSM), Certified Federal Contracts Manager (CFCM), or Certified Professional in Training Management (CPTM), familiarity with procurement platforms (e.g., SAP, Oracle, Ariba) or learning management systems (LMS), no clearance required, must be a U.S. citizen, position is primarily based at Nakupuna facilities in Arlington, VA; however, the candidate is expected to support up to four in-person training events annually in San Diego, CA, or Washington, D.C., ability to perform repetitive motions with the hands, wrists, and fingers, ability to engage in and follow audible communications in emergency situations, ability to sit for prolonged periods at a desk and working on a computer.
