San Diego, CA (On-Site/Office) Duties: Develop and maintain project schedules and budgets to conform with project and customer requirements. Develop architectural and engineering project scopes to justify projects and support the mission and operational requirements of an organization. Assess employee work performance to determine if they are meeting established architectural performance objectives. Motivate team members to accomplish projects in accordance with command goals and objectives. Develop effective solutions to resolve project conflicts revolving around scope, criteria, regulatory requirements, technical architectural-engineering problems, and areas of responsibility. Investigate and recommend corrective measures for difficulties or failures in existing facilities. Requirements: Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain a current valid United States driver's license. Applicants must hold a current registration or licensing as a Professional Engineer (PE), or Registered Architect (RA) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Qualifications: This position has a Selective Placement Factor for those applying for the Fire Protection Engineer (0804), Civil Engineer (0810), Mechanical Engineer (0830), Electrical Engineer (0850), and/or Architect (0808). The Selective Placement Factor is that applicants must hold a current registration or licensing as a Professional Engineer (PE), or Registered Architect (RA) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge and expertise of engineering fields such as Project Management, Architecture, Landscape Architecture, Interior Design, Structural Engineering, Mechanical Engineering, Electrical Engineering, Civil Engineering, Fire Protection Engineering, Specification Writing, Cost Engineering, and Value Engineering to provide leadership and coordination for multidiscipline engineering and support personnel; 2) Supplementing standard practices and adapting techniques to solve and avoid a wide variety of technical engineering and/or architectural issues; 3) Utilizing expertise of facilities and systems acquisition procedures for contracts such as design, construction, environmental, planning, and real estate; and 4) Ensuring products and services are delivered in accordance with laws, regulations, and standards.

For Series 0808: A bachelor's or higher degree in architecture; OR A bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. PHYSICAL DEMANDS: Work requires regular and recurring field inspections, investigations and surveys in which there is a considerable amount of walking, stooping, bending and climbing. WORK ENVIRONMENT: Work is usually performed in an office setting with occasional visits to construction sites. The work involves moderate risks or discomforts that require special safety precautions; e.g. working around moving parts, carts or machines; exposure to contagious diseases or irritant chemicals; working at heights, depths and enclosed spaces. Employees may be required to use personal protective equipment (PPE); other situations may require more extensive PPE based on the hazards anticipated to be present.
