Amarillo Metropolitan Planning Organization Position

Starting Pay: $77,000-129,000 Summary: Under general direction of the MPO director, this position is responsible for assisting with planning and administrative activities of the Amarillo Metropolitan Planning Organization (MPO). Acts in the place of the MPO Director as designated/assigned. Supports the MPO Director in the administration of the urban Transportation Planning. Duties include expending transportation planning funds in the Amarillo Urban Transportation Study (AUTS) area in accordance with state and federal regulations. This position serves as an advisor, supervisor, and facilitator for several committees and staff members in order to implement Policy Committee actions. This includes developing lasting credibility with staff and committee members. Duties also include performing advanced professional and technical planning assignments related to transportation planning. You will also be preparing reports and recommendations related to various modes of transportation and their relationship to pending and planned projects. You will be working with land use planning peers to integrate transportation considerations into land use decisions, research and formulation of ordinances. You will also be assisting in and giving presentations, coordinating and managing steps related to long-range plans and studies, and assisting with updates to transportation elements of the Comprehensive Plan. This position requires increasingly specialized knowledge of the transportation planning field. Essential Responsibilities: Assists with reviewing development proposals with significant transportation and access implications. Develops and maintains automated tracking systems, hard copy files and records. Assists as liaison and provides technical information and support to the MPO policy board, the Technical Advisory Committee (TAC), and transportation guidance to the department, the MPO Policy Board, and its related regional transportation planning entities. Assist with implementing directives and input from MPO Policy Board. Assists with Coordinating and facilitating TAC meetings. Assist with summarizes and prepares TAC findings and recommendations for presentation to the MPO Policy Board. Interacts with other city departments and elected/appointed officials regarding transportation matters. Prepares informational material for the public detailing MPO responsibilities and procedures. Assists with coordination of MPO activities with the economic development efforts of the City. Performs special studies and other related duties as needed. Prepares staff reports, databases, and spreadsheets, and recommendations of moderate difficulty. Prepares public notices for transportation hearings and meetings. Liaises, organizes, and conducts meetings with staff and members of the MPO, TAC, agencies at the local, state, and federal levels, and other related parties. Attends and assists with facilitating public meetings and workshops, many of which occur in the evening. Provides customer service to citizens and the general public. Communicates and works with other departments, groups, and individuals, both internal and external, in the development and application of long-range plans and special studies such as corridor, trail or neighborhood plans. Manages personal schedule of workload and priorities. Compiles, analyzes, and interprets data, and writes reports that require little editing. Assists with the Development, preparation, and managing of components of adopted transportation plans (such as the Unified Planning Work Program, Metropolitan Transportation Plan, and Transportation Improvement Program) and related activities. Assists in implementation of goals, objectives, and policies contained within adopted plans. Ensures Metropolitan Transportation Plan is consistent with the State Transportation Plan as required by federal and state laws. Assists with supervision of Staff. Assist in the management of grant funds, including monthly billings, budgeting and tracking of funds. Performs other job-related duties as assigned. Minimum Requirements: Requires a bachelor's degree in planning, public administration, GIS, or a related field and a minimum of five years of transportation planning experience in municipal transportation operations in a supervisory capacity, AICP preferred. Valid Texas Driver's License required. The employee works in an office environment that requires some travel to outside locations that include training and TAC Committee Meetings. The employee will regularly make decisions that could lead to major community or organizational consequences if they fail to make the appropriate decision at the time. Knowledge, Skills, and Abilities: Knowledge of the fundamental principles, concepts, and practices of transportation planning. Demonstrated and effective verbal and written communication skills, as well as with the media. Ability to maintain effective working relationships with co-workers and the general public. Demonstrated ability to be politically astute yet diplomatic when presenting professional views as well as being committed to carrying out ultimate decisions in a timely manner. Knowledge of and ability to use Word, Excel, Outlook, PowerPoint, or similar programs. Ability to operate highly technical computer applications, such as GIS or Trans CAD. Ability to operate small office equipment, including copy machines or multi-line telephone systems. Ability to work well with a diverse staff as well as the general public. Ability to conduct and summarize research, and review/understand technical documents. Group facilitation skills for use with community workshops. Skilled in researching, analyzing, generating data, and formulating conclusions related to urban planning and/or community development. Skilled in overseeing group projects as well as simultaneously managing personal workload. Demonstrated ability to multitask, perform advanced analysis, and verbally or in writing convey complex information to a variety of audiences. Knowledge of municipal transportation requirements from USDOT, FHWA, FTA and state DOTs. Knowledge of operating and capital budgeting and contract formulation and administration. Ability to supervise assigned office personnel. Ability to establish policies for using, acquiring, implementing, and/or maintaining technology systems. Demonstrated maturity, self-confidence, and strength of professional convictions in order to provide administrative insight and counsel to committees and stakeholders of the MPO. Travel and attendance at evening meetings may be required. Primary work schedule is Monday-Friday, 8:00am -5:00pm, Will be required to work extended hours, including, but not limited to, evenings and weekends, as necessary.
